NOTICE IS HEREBY GIVEN that the next meeting of Utterby Parish Council, is to be held on:
Wednesday 5th October 2022 at 7.00pm
To be held at Utterby Village Hall, Main Road, Utterby. Councillors are hereby summoned to attend.

There will be up to 15 minutes for the public forum for members of the public to raise any issues. Questions will be dealt with in order of receipt which must be received at least one hour before the meeting (please call or email the Clerk). On completion of the Public Forum, the public will not be able to take part in any of the remaining council meeting. This session may also include the reports from Outside Bodies: ELDC Ward Member and LCC Ward Member.
Before the meeting begins there will be a 2-minute silence held in the memory of Queen Elizabeth II.
AGENDA
1 Record of Members Present and Apologies
To receive and note apologies for absence which have been given to the Parish Clerk prior to the meeting.
2 To receive any Declarations of Interest on any item on the agenda - in accordance with the requirements of the Localism Act 2011, and to consider any applications for dispensations in relation to disclosable pecuniary interests.
3 Minutes:
a) To approve as correct records the notes of the Parish Council meeting from 7th September 2022 and authorise the Chairman to sign the official minutes.
4 Council Matters, Actions and Communications
a) Chairman’s Remarks.
b) Clerk’s Report.
c) Consultations to consider- none to date.
d) Communications received – Anglian Water new reservoirs
e) Civility and Respect – Council to consider and resolve on the following: Bullying and Harassment statement - As a first step in the promotion of civility and respect, councils could consider adding a statement to their websites stating that bullying, harassment and intimidation will not be tolerated. This is a suggested wording for those councils wishing to add a bullying and harassment statement to their websites: ‘We treat everyone with courtesy and respect and ask for the same in return. We ask that you treat your councillors and council staff courteously without violence, abuse or harassment. Councillors and council staff have the right to carry out their civic duties and work without fear of being attacked or abused. Any behaviour whether that be verbal, physical or in writing, which causes either councillors or council staff to feel uncomfortable, embarrassed, or threatened, is totally unacceptable. The zero tolerance policy includes abuse, aggression or threats made in person, over the telephone or in written communication, including on social media. The council considers threatening behaviour to be:
Attempted or actual aggressive, or physical actions made towards any councillor or member of staff.
The use of aggressive, or abusive language, (including raising of the voice, swearing, shouting or in writing) which threatens or intimidates councillors or council staff’.
This policy applies throughout all council meetings, but it also applies to any councillor or council staff away from council meetings.
5 Finance and Budgets
a) To receive and resolve to approve payments for October 2022.
b) Councillors to consider any projects for the 2023/24 budget.
6 Planning Matters
a) Any urgent planning applications to consider.
7 Parish Council Amenities (bus shelters, village green, etc)
a) Welcome Pack – Any new residents.
b) Verges, Trees and Village Green.
c) Bus shelters – to Resolve if to have the bus shelter outside Benson Green refurbished.
d) Utterby Voice
8 ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)
a) Benson Court.
b) Any urgent issues or updates.
c) A16 RTA – report from LCC Road Safety (Accident Investigation) Manager
