NOTICE IS HEREBY GIVEN that the next meeting of Utterby Parish Council, is to be held on:
Wednesday 7th September 2022 at 7.00pm
To be held at Utterby Village Hall, Main Road, Utterby. Councillors are hereby summoned to attend.

There will be up to 15 minutes for the public forum for members of the public to raise any issues. Questions will be dealt with in order of receipt which must be received at least one hour before the meeting (please call or email the Clerk). On completion of the Public Forum, the public will not be able to take part in any of the remaining council meeting. This session may also include the reports from Outside Bodies: ELDC Ward Member and LCC Ward Member.
AGENDA
1 Record of Members Present and Apologies
To receive and note apologies for absence which have been given to the Parish Clerk prior to the meeting.
2 To receive any Declarations of Interest on any item on the agenda - in accordance with the requirements of the Localism Act 2011, and to consider any applications for dispensations in relation to disclosable pecuniary interests.
3 Minutes:
a) To approve as correct records the notes of the Parish Council meeting from 6th July 2022 and authorise the Chairman to sign the official minutes.
4 Council Matters, Actions and Communications
a) Chairman’s Remarks.
b) Clerk’s Report.
c) Consultations to consider- none to date.
d) Communications received – County Views, MacMillan event 30th August, Anglian Water
5 Finance and Budgets
a) Due to HSBC internet banking not able to function in the manner we were told it could, the Council are to discuss and Resolve upon an outcome, suggestions are:
i Changing to another bank that can operate with the Clerk setting up payments and two councillors authorising them. (see Unity Bank information) Continue using cheques with HSBC until that time and close the internet banking side.
ii Carry on using HSBC cheques and close the internet bank account.
iii Change Standing orders so that the Clerk sets up and authorises all payments online for all creditors following invoices /payments being signed by two signatories and payment resolved at a meeting. Please note that from an audit perspective, this procedure is not advisable.
b) To Resolve if approved to pay for the Clerk’s membership of SLCC (as per previous years).
c) To Resolve to ratify those payments made on approval by email in July 2022. (To note increase in costs from David Gibbs, as per email sent to Councillors). DW Gibbs bus shelters plus phone box £30.00; Glendale Countryside Ltd 5th July verges cut £130.46; HM Revenue and Customs NI July 2022 £2.60.
d) To receive and resolve to approve payments for September 2022.
e) To Resolve on the option to opt in by default to be a part of the SAAA sector led auditor appointment regime (Under the Local Audit (Smaller Authorities) Regulations 2015) for the next five years.
f) To Resolve to approve the Quarterly Monitoring for April –end June 2022.
g) Councillors to consider any projects for the 2023/24 budget.
h) To consider costs for the refurbishment of the bus shelter opposite Benson Court.
6 Planning Matters
a) Any urgent planning applications to consider.
Update on previous planning permission and any urgent planning issues. LAND ADJACENT HALCYON, CHAPEL LANE, UTTERBY permission given. LAND WEST OF MONTANA, INGS LANE, FOTHERBY, LOUTH refused permission. ESTEVAN, CHAPEL LANE, UTTERBY, LOUTH, LN11 0TR given permission.
7 Parish Council Amenities (bus shelters, village green, etc)
a) Welcome Pack – Any new residents.
b) Verges, Trees and Village Green. Mole hills on Village Green.
c) Bus shelters – to Resolve if to have the bus shelter opposite Benson Green refurbished: a)new Perspex or b) new Perspex and to be re-stained inside and outside.
d) Utterby Voice – Feedback.
8 ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)
a) Benson Court.
b) Any urgent issues or updates.
c) A16 RTA
9 Notifications
a) Any notifications to date.
