NOTICE IS HEREBY GIVEN that the next meeting of Utterby Parish Council, is to be held on:

in Utterby Village Hall. Councillors are hereby summoned to attend.

There will be up to 15 minutes for the public forum for members of the public to raise any issues. Questions will be dealt with in order of receipt which must be received at least one hour before the meeting (please call or email the Clerk). On completion of the Public Forum, the public will not be able to take part in any of the remaining council meeting. This session may also include the reports from Outside Bodies: ELDC Ward Member and LCC Ward Member.
AGENDA
1 Record of Members Present and Apologies
To receive and note apologies for absence which have been given to the Parish Clerk prior to the meeting.
2 To receive any Declarations of Interest on any item on the agenda
In accordance with the requirements of the Localism Act 2011, and to consider any applications for dispensations in relation to disclosable pecuniary interests.
3 Minutes:
To approve as a correct record the notes of the meeting and to authorise the Chairman to sign the official minutes from the Meeting of the Parish Council on 2nd March 2022.
4 Council Matters, Actions and Communications
a) Chairman’s Report.
b) Clerk’s Report.
c) Annual Parish Meeting – to Resolve to send out invite to residents.
d) Consultations to consider:
e) Communications received: North Thoresby & Utterby Primary Academies; Green Canopy related correspondence; emails relating to speed signs.
f) Appoint Councillor to carry out Quarterly Monitoring for next 12 months.
g) Annual policy and document reviews. To review and note or to Resolve upon changes to the following:
i. Council information document.
ii. Freedom of Information Model Publication Scheme
iii. Risk Management Strategy.
iv. Risk Management Document.
v. Safeguarding Vulnerable Persons Policy.
vi. Equal Opportunities Policy.

5 Finance and Budgets
a) Council to note that the Internal Auditor has undertaken the 2021-22 audit (to be presented at the May meeting).
b) To update the Council on and Resolve to approve the following:
i To pay the outstanding time owned to the Clerk at year end of 4 hours.
ii Clerk’s salary – to implement and backdate the National Pay Salary Award from
April 1 2021 to March 31 2022.
c) Payments - to receive and resolve to accept payments.
d) Council to note the bank reconciliation as of 18th March 2022.
6 Planning Matters
a) Any urgent planning issues.
b) Any planning updates.
7 Parish Council Amenities (bus shelters, village green, etc)
a) To consider and resolve a feature in Utterby to commemorate the Queen's Jubilee.
b) Welcome Pack – Any new residents.
c) Village trees.
d) Village Green.
e) Mole pest control.
f) Bus shelters.
g) Planters.
h) Utterby Voice.
8 ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)
a) A16 Speed signs.
b) Any urgent issues.
