December 2023 Minutes

PUBLIC FORUM
• There were a number of residents who spoke in the public forum with regards to the planning application on the agenda N/192/02010/23. The Chair did explain (as also per previous meeting), that any neighbouring houses wishing to object to the application should have independently written a letter of objection to ELDC, but that it appeared that only two had done so.
• Top of Church Lane, drains blocked.
• Top of Grange Lane on A16, drains still not cleared and severe flooding (Clerk reported on Fix My Street several times). Will follow up with LCC and ELDC Councillors.

54  Minutes
a) It was RESOLVED to approve the minutes of Parish Council Meeting 1st November 2023 as correct and the Chairman signed them. 
 
It was RESOLVED that item 6 would be moved before item 5 for discussion (minuted in the original order).
 
55  Council Matters, Actions and Communications
a) Chairman’s Remarks None.
b) Clerk’s Report  Nothing to report.
c) Consultations None.
d) Communications were noted from: Victoria Atkins (MP) ref flooding funding, Lincs Wolds ref questionnaire, Safer Together ref new contact and LCC ref Devolution.
e) To Resolve to choose a date for the Utterby Parish Meeting (must take place between 1 March and 1 June, both dates inclusive, and must take place no earlier than 6pm). NB: This item was mistakenly missed out of the meeting and would be included on February agenda.
56 Finance and Budgets
a) It was RESOLVED to register again with the Information Commissioner (ICO Data Protection) for year 2024/25.
b) It was RESOLVED that the Parish Clerk completes the Precept application for 2024/25 with the Chairman when documents are made available by ELDC and returns them before the closing date as required.
c) It was noted that the Parish Agreement (verges grass cutting) with Lincolnshire County Council is a rolling agreement and continues for 2024/25. 
d) It was RESOLVED to approve the increase of Clerk’s salary of £1 per hour from £12.73 to £13.73 per hour backdated to 1st April 2023 as per NALC Salary Awards and LGA agreement. Backdated costs £131 (April to end October 2023). Monthly salary before tax and NI will now be £219.68 (not including working from home and mileage claimed).
e) Payments – It was RESOVLED to approve the following payments:

f) It was RESOLVED to defer discussions regarding any projects for the 2024/25 to another meeting.
g) As requested by the Village Hall Committee, it was RESOLVED the Parish Council contributes £30 towards the cost of the Village Hall 3 metre Christmas tree (cost of £60), (which will be displayed outside the hall) using money from the budget transferred to Section 137 expenditure.
h) It was RESOLVED to request that Mr S Fletcher, Mablethorpe Town Clerk be asked to undertake the audit for Utterby in 2023/24.
 
57 Planning 
a) Following a lengthy discussion, it was RESOLVED to support planning application N/192/02010/23 Hybrid application for the outline erection of 2 no. dwellings and full planning permission for external works to village hall including the change of use of land to provide additional land for car parking and extended garden/grass area and erection of a fence. LOCATION: LAND TO THE SOUTH OF GRANGE LANE, UTTERBY
b) It was RESOLVED to make no comment regarding the Viking CCS Pipeline notice of application for a Development Consent Order (pipeline transportation of Carbon Dioxide from Immingham to Theddlethorpe) as it skirted the village.
c) There were no urgent planning applications to consider or any updates. 
 
58 Parish Council Amenities (bus shelters, village green, etc)
a) Welcome Pack – Two packs had been delivered to new residents.
b) Village Green and Verges – It was agreed that David Buckley would plant the daffodils at a cost of £70 (daffodil bulbs having been purchased by ourselves). 
c) Trees - David Buckley would plant the trees in January 2024.
d) Bus shelters – Nothing to report.
e) Telephone Box – Many thanks was given to the resident of the village who had painted the telephone box. They would keep the equipment/paint and in the spring, paint the interior also. Though Perspex glass had been replaced by Open Reach, they had left the cracked pane. Clerk to contact Open Reach again.
f) Kissing Gates – It was RESOLVED to investigate replacing the Kissing gates with 5bar gates instead of refurbing / replacing as the one of the A16 had now collapsed.
 
59 ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)
a) A16 speed limit –Cllr Hall (LCC) had emailed to say that this proposal had been fully supported and so now would go out to public consultation. 
b) Parking bays outside Bank Cottage, Main Road, Utterby – no update.
c) Any urgent issues or updates – none.
d) Benson Court –No further updates.

61 Date and time of Next Meeting 
a) It was noted that that the next meeting was on Wednesday February 7th 2024 at 7pm in the Village Hall, Utterby. No meeting in January.
