PUBLIC FORUM
• A resident expressed their concern regarding the condition and wellbeing of the horse in the field off Queen’s Close.

Not Present –, Cllr Terry Buckley (TB).
In Attendance – Clerk: Maria Vincent, and one member of the public.

24 Minutes
a) It was RESOLVED to approve the minutes of Parish Council Meeting 7th June 2023 as correct and the Chairman signed them.
25 Council Matters, Actions and Communications
a) Chairman’s Remarks. Nothing to report
b) Clerk’s Report. The Clerk reported that an error had been made on her payment last month and so this month she had deducted the over payment. The Clerk advised the Council that she was 26 hours over her working time and that, as agreed earlier in the year, she would add 10 hours to her July pay and then any further outstanding hours to September’s pay.
c) Consultations – The Engagement opportunity relating to Drug Misuse was noted by Councillors.
d) Communications were noted from: LCC regarding the letter sent from Victoria Atkins (MP) about the A16 speeding issue, Finding Fitness wall climbing and a Difib Fund now available.
26 Finance and Budgets
a) It was RESOLVED that Cllrs TTB and JW would undertake the quarterly monitoring each quarter.
b) The Council noted that the Clerk would shortly be making the submission to Unity Trust bank to open a bank account (including online transactions) for the Parish Council with current signatories, as per resolution in 2022. Once this account was in place the HSBC account would be closed.
c) It was RESOLVED to approve the payments schedule due: HM Revenue and Customs Only120PX00376161 June 2023 Tax £5.80, Clerk Salary and expenses in June 2023 £228.17, DW Gibbs July 23 Bus shelter and phone box £30.00, Clerk – reimbursement Utterby Voice £127.35, ELDC payment for election admin £48.50. TOTAL £439.82.
d) The council noted that notification had been received from the external auditors PKF Littlejohn LLP that they had received and logged the notification of exempt status for the year ended 31 March 2023.
e) It was RESOLVED that a payment schedule be sent by email to all Councillors at the beginning of August for August 2023 payments so that these can be approved by all Councillors (at least 3 if Councillors away on holiday) and paid then payments ratified at the September meeting 2023.
27 Planning
a) Urgent planning applications to consider – None.
b) Updates from any other planning issues – 192/00505/22/N Development Grange Lane/Chapel Lane. It was noted that Planning Enforcement were investigating the complaint regarding the barriers.
N/192/00966/23 –Langdale: This application had been approved by ELDC. Some councillors expressed their concern regarding the size and material used to create the wall which wasn’t included in the application, and that it appeared that one letter of objection, which AW considered very well written, had obviously been dismissed altogether. Planning Application N/192/01118/23 : Honeysuckle Cottage had also been approved. Further concerns were raised regarding the Grange Lane/Chape Lane development 192/00505/22/N as it appeared that one development was now going to be using concrete instead of brick for the build. Councillors would email the Clerk photographs if this was indeed the case so that they could be sent to Enforcement.
28 Parish Council Amenities (bus shelters, village green, etc)
a) Welcome Pack. A new resident had been given a pack.
b) Verges and Village Green – Following complaints regarding the state of the verges and Village Green, the Clerk had emailed Glendale to complain about the very poor first cut and then the delay in a further cut. The Clerk would now email Glendale a photo of just how terrible the grass looked as it was so long.
c) Trees – Cllr AW would price up some saplings and bring it to the next meeting so that they could be purchased and planted end September/October.
d) Tidy Up Week – This was 6th August for a week. It had been included in the Utterby Voice. It is intended that all residents do their own area, it would not be a ‘organised’ tidy up.
e) Bus Shelters – Nothing to report.
f) Utterby Voice – This had been delivered that day and would be delivered by councillors.
g) Noticeboard – Although the noticeboard was now sited, unfortunately it leaked very badly through the doors so Cllr AW was going to contact Mr M. to find out if there were any rubber seals we could use.
29 ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)
a) Bin application – Nothing had been received back yet from ELDC.
b) Benson Court – It was RESOLVED that the Clerk would email Platform Housing to complain about the shipping containers and portaloo outside Benson Court.
c) A16 Speeding - The Clerk read out the letter from LCC to Victoria Atkins (MP). Councillors were all sceptical about the statistics given regarding speed monitoring as they were very vague with without dates and times. Cllr Alex Hall (LCC) would investigate further.
d) A16 Church Lane Blind Junction – It was RESOLVED that the Clerk would contact David Buckley and request that he trim along the bushes at the junction as per last year.
30 Notifications
Nothing to report.
31 Date and time of Next Meeting
a) It was noted that that the next meeting is on Wednesday September 6th 2023 at 7pm in the Village Hall, Utterby and that there was no August meeting.
