December 2021 Minutes
Record of Members Present:
Present – Cllr. Alan Woodward (AW) (Chair), Cllr. Terry Buckley (TB), Cllr. Nicola Gallant (NG), Cllr. Jackie Woodward (JW) and Cllr. Matthew Wright (MW).
Not Present – Cllr. John Mackin (JM) and Cllr. Nicola Mackin (NM).
In Attendance - Clerk Maria Vincent and two members of the public.

64. Minutes
It was RESOLVED to approve the minutes of the Parish Council Meeting 3rd November 2021 as correct record and the Chairman signed them.
65. Council Matters, Actions and Communications
a) Chairman’s Remarks. The Chairman reported that the lights would be going up into the tree (for duration of Christmas) the following day. He congratulated the Village Hall Management Hall Committee on the excellent refurbishment of the hall and the kitchen.
b) Clerk’s Report. Nothing to report not already on the agenda.
c) It was RESOLVED to defer whether to move Utterby Council Meetings to an earlier start time in the winter months until the next meeting and prior to that, to find out if the time change would have a detrimental effect as to the attendance of ELDC and LCC Councillors.
d) Consultations – No consultations received.
e) Communications - Correspondence had been received from the Civility and Respect Project; Citizen’s Advice ref funding and the Wolds Police briefing.
Cllr. A. Hall (LCC) had sent information regarding an email he had sent to Cllr. Richard Davies regarding him being unable to support the Louth Active Travel Scheme experimental period in Louth, which would affect all those from villages who use Louth for shopping and services.
An email was read out regarding Nuclear waste transportation – it was RESOVLED that info regarding this would be included on our Facebook page and in the Utterby Voice.
A letter was read out regarding Anglian Water support services and it was RESOLVED that an advert would be included in the Utterby Voice and on our Facebook page.
66 Finance and Budgets
a) It was RESOLVED to register again with the Information Commissioner (ICO Data Protection) for year 2022/23.
b) It was RESOLVED that the Parish Clerk would complete the Precept application for 2022/23 to ELDC with the Chairman when the documents were made available.
c) It was RESOLVED to approve the payments: Clerk Salary and expenses for November 21 £222.26, HM Revenue and Customs Tax for November 2021 £3.40, Information Commissioner Registration £40.00, Brookdale Tree Surgery Tree Survey £348.00, Glendale Countryside Ltd Grass cutting 29 October 2021 £118.80, DW Gibbs Bus Shelters December 21 £20.00 TOTAL £752.46
67 Planning
a) It was RESOLVED to support the Planning application - N/192/02387/21 FIELD VIEW, CHURCH LANE, UTTERBY but request that consideration be given to the conditions set out during the development. The track that runs from Church Lane to the rear of the site is only a single vehicle width and if lorries or services are using the track to access the development, it is likely that they will block vehicular access for the three neighbours further down the track and also the farmers access to the field. That it be requested that it should be a condition of planning permission being granted that all building materials necessary to the development be delivered to the front of the property via Church Lane only.
NB: Cllrs. AW and JW did not vote on this item.
b) It was RESOLVED that the original consultee comment sent regarding the outline planning application would stand for planning appeal APP/D2510/W/21/3278865 LAND OFF CHAPEL LANE, CHAPEL LANE.
NB: Cllrs. NG and MW did not vote on this item.
c) There were no other urgent planning issues to consider.
68 Parish Council Amenities (bus shelters, village green, etc)
a) Welcome Pack – leaflets were low. The Clerk advised that St. James’ Church had a tourist information area now that the Louth area office (ELDC) had never reopened following Covid.
b) Village Trees – The Council now had the updated tree survey and a map with recommendations. It was RESOLVED that the Clerk would request quotes from contractors regarding the tree work that was advised. It was also RESOLVED that the Clerk would write a letter to the Village Hall Management Committee congratulating them on the beautiful Christmas Tree outside the hall and also on the excellent refurbishment of the Village Hall.
c) Village Green – There was an issue with mole hills on the green and verges. It was RESOLVED that the Clerk would request the regular contractor to look at the issue. If that contractor was unable to assist, then the Clerk was to source another pest control contractor. It was RESOLVED that a notice would be erected when pest control trapping was being undertaken to stop members of the public from mistakenly removing the traps.
d) Bus Shelters – Nothing to report.
e) Planters – These were still looking very fresh and so will be replanted in the spring.
f) Utterby Voice – Due for printing in January, the Clerk to request info from the usual village organisations/ contributors.
69 ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc
a) Urgent issues. Nothing to report.
b) Parish Council TPOs - It was RESOLVED that the Clerk would apply for any TPOs required regarding the maintenance work on the trees (ref tree survey).
c) Updates on overgrown hedges/bushes along A16 – The Parish Council had paid a contractor to cut the overhang on the corner of Church Lane and A16 so that the sight of traffic along the A16 would was improved. More trimming would be undertaken as still not sufficient sight on turning left. Other complaints had been added to Fix My Street all resulted in either ‘no response’ or a response that it was ‘the landowners responsibility’. It was RESOLVED that the Clerk would write to two land owners to request their hedges be trimmed.
d) Parish Agreement – It was RESOLVED to renew the Parish Agreement (verges grass cutting) with Lincolnshire County Council.
e) TPO Application – It was RESOLVED to support the TPO application: Utterby, 1970 (192.01), Tree(s): T11 Application Reference Number: 0143/21/TPA.

71 Date and time of Next Meeting
a) Parish Council Meeting on Wednesday February 2nd 2022 at 7pm at the Village Hall.
