NOTICE IS HEREBY GIVEN that the next meeting of Utterby Parish Council, is to be held on:
Wednesday, 3rd November 2021 at 7.00pm
in Utterby Village Hall. Councillors are hereby summoned to attend.

Covid Safety Precautions:
Those attending will be sitting 1 metre from each other (unless from same household).
• Hand sanitizer should be used on entry to the meeting. We ask that masks are worn when not speaking. No drinks will be available so please bring a bottle of water with you if required.
There will be up to 15 minutes for the public forum for members of the public to raise any issues. Questions will be dealt with in order of receipt which must be received at least one hour before the meeting (please call or email the Clerk). On completion of the Public Forum, the public will not be able to take part in any of the remaining council meeting. This session may also include the reports from Outside Bodies: ELDC Ward Member and LCC Ward Member.

1 Record of Members Present and Apologies
To receive and note apologies for absence which have been given to the Parish Clerk prior to the meeting.
2 To receive any Declarations of Interest on any item on the agenda - in accordance with the requirements of the Localism Act 2011, and to consider any applications for dispensations in relation to disclosable pecuniary interests.
3 Minutes:
To approve as a correct record the notes of the meeting and to authorise the Chairman to sign the official minutes from the Meeting of the Parish Council on 6th October 2021.
4 Council Matters, Actions and Communications
a) Chairman’s Report.

d) Communications received: Heritage Lincolnshire, Lincolnshire’s Office of Police and Crime Safer Together Team Newsletter, Safer Together Coordinator, East Lindsey Annual Precept Survey, LCC Salt bags (ended 31st Oct).
5 Finance and Budgets
a) To resolve to move £1,000 from TPOs and green structures reserves to Village Projects to cover the costs for the new trees and planting.
b) Payments - to receive and resolve to accept payments.
c) Quarterly Monitoring Report – To receive and approve the quarterly monitoring undertaken by Cllr. Gallant at the October meeting.
d) To resolve on obtaining quotations required for grass cutting, hedge cutting, general tree work, bus shelters, bus shelter cleaning and odd jobs 2022-23.
e) Draft budget – to consider the draft budget and resolve on the precept for 2022-23.
f) Following applying for internet banking, we are unable to progress with the application unless the Chairman is a signatory. Therefore to resolve to complete a new bank mandate with existing signatories and to add Cllr. Alan Woodward as a signatory for the HSBC bank account.

7 Parish Council Amenities (bus shelters, village green, etc)
a) Welcome Pack – Any new residents.
b) Village trees.
c) Village Green.

g) Christmas lights – update on costs of installation.
h) Queen’s Jubilee commemoration.
8 ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)
a) Any urgent issues.
b) Updates on overgrown hedges/bushes along A16.
c) Noise pollution on A16.

a) Notifications received.
