NOTICE IS HEREBY GIVEN that the next meeting of Utterby Parish Council, is to be held on:
Wednesday, 2nd March 2022 at 7.00pm
in Utterby Village Hall. Councillors are hereby summoned to attend.

Covid Safety Precautions:
Those attending will be sitting 1 metre from each other (unless from same household).
• Hand sanitizer should be used on entry to the meeting.
There will be up to 15 minutes for the public forum for members of the public to raise any issues. Questions will be dealt with in order of receipt which must be received at least one hour before the meeting (please call or email the Clerk). On completion of the Public Forum, the public will not be able to take part in any of the remaining council meeting. This session may also include the reports from Outside Bodies: ELDC Ward Member and LCC Ward Member.

1 Record of Members Present and Apologies
To receive and note apologies for absence which have been given to the Parish Clerk prior to the meeting.
2 To receive any Declarations of Interest on any item on the agenda
In accordance with the requirements of the Localism Act 2011, and to consider any applications for dispensations in relation to disclosable pecuniary interests.
3 Minutes:
To approve as a correct record the notes of the meeting and to authorise the Chairman to sign the official minutes from the Meeting of the Parish Council on 2nd February 2022.
4 Council Matters, Actions and Communications
a) Chairman’s Report.

c) Consultations to consider:
d) Communications received: WOLDS POLICE - Quarterly Briefing – January 2022; The Big Glean Up; GLEAN - An opportunity to end use of green lanes by recreational motor vehicles. Letter regarding speeding traffic on main road.
5 Finance and Budgets
a) Payments - to receive and resolve to accept payments.
b) To receive and accept the Quarterly Monitoring Oct-end Dec 2021.
c) Update on internet banking and to Resolve the way forward:
I. To continue with the application for Internet Banking with HSBC.
II. That the Clerk is added to the bank mandate as a signatory.
III. To update the Financial Regulations to reflect that the Clerk, even though a signatory, cannot sign cheques or authorise payment.
IV. Change to Bank Mandate.
6 Planning Matters
a) Updates and any other urgent planning issues.
7 Parish Council Amenities (bus shelters, village green, etc)
a) To consider and resolve a feature in Utterby to commemorate the Queen's Jubilee.
b) Welcome Pack – Any new residents.
c) Village trees.
d) Village Green.
e) Mole pest control.
f) Bus shelters.
g) Planters.
h) Utterby Voice - ideas for July edition.
8 ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)
a) Any urgent issues.
