Minutes of the Utterby Parish Council Meeting held at Utterby Village Hall on Tuesday 11th November 2025 at 7.00PM 
 
 
Present: Cllrs:  Newton (Chairman) Buckley, Bryan, Clifford, Lashbrooke-Small, and Traves
In attendance: The Parish Clerk, 
 
01:11/25 Declarations of Interest
a) To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. 
Cllr Lashbrooke-Small declared an interest in agenda item 06:11/25b) ii)
Cllr Traves declared an interest in any matters relating to a proposed solar farm. 
b) To note dispensations given to any member of the council in respect of the agenda items listed below.

02:11/25 Apologies for Absence
To receive any apologies from Members not able to attend the meeting.
Apologies had been received from Cllr Marfleet.  LCC Cllr Hastings was unable to attend the meeting. 
 
03:11/25 Open Forum
STANDING ORDER NO. 3
a) Members of the public may make representations, answer questions, and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda.
No members of the public were in attendance at the meeting.
b) To receive reports from County and District Councillors.
LCC and ELDC councillors were not able to attend the meeting. 
04:11/25 Minutes of the Previous Meeting(s)
To approve the minutes of the previous meeting(s). 
RESOLVED: That the minutes be approved as a true record.
 
05:11/25 Finance & Governance
a) To approve payment of accounts.

RESOLVED: That the final budget shall be agreed at the December meeting.
 
06:11/25 Planning
a) To note the following planning decisions received from ELDC: -
None received
b) To consider any comment on the following planning application(s): -
i) 03380/25/FUL | Planning Permission - Change of use of existing farm building to form a holiday cottage and associated works. | Barn At Grove Farm Holywell Lane Utterby Lincolnshire
RESOLVED: Utterby Parish Council has no objection to this application.
 
ii) Application reference 03467/25/OUT has been received and is now being considered. Your observations are requested no later than 26th November 2025.
Outline erection of 2no. dwellings.
Land Rear of Queens Close Grange Lane Utterby, Lincolnshire     
RESOLVED: Utterby Parish Council recommends refusal of this application on grounds that there are ongoing drainage issues in the area that may be exacerbated by the proposed development.  There is currently insufficient information within the documentation on the planning portal to allay these concerns. 
 
07:11/25        Highways & Drainage
a) To receive a response from LCC Highways regarding works in the Chapel Lane, Jacobs Close, Grange Lane and A16 areas of Utterby.
A response had been received from LCC with the following information: 
Since July 2025 the following works have been completed in the Chapel Lane, Jacobs Close, Grange Lane and A16 areas of Utterby: 
 
Kerbing works completed alongside the properties on the corner of Chapel Lane and the A16 to stop water coming into the properties off the A16 during rainfall events.
A jetting job completed in the localities of Grange Lane, Jacobs Close, Chapel Lane and the A16 to re-establish flow, confirm asset maps and identify further improvement works.
Proposal of further works to improve the drainage network in the area of Chapel Lane and Jacobs Close.
Enforcement work (ditch and culvert clearance) with farmers in the field to the west of the A16 – opposite Chapel Lane to help with surface water run-off from this side of the carriageway. 
RESOLVED: That the Clerk shall request details from LCC of the proposal of further works to improve the drainage in the area of Jacobs Close.
 
b) To receive a response from Anglian Water regarding remedial works in Utterby.
A response had been received from Anglian Water with the following information:
Planned jetting of sewers on Main Road, Utterby was carried out in September 2025.  This is carried out every year to remove fats, oils and grease from blocking the sewer.  We have no record of any other work carried out in the last year.
RESOLVED: That the information be noted.
 
c) To receive an email from a resident regarding waste found on and near the public right of way opposite Grange Lane.
RESOLVED: That the situation be monitored and that it be noted that resident has been signposted to the relevant authority.
 
d) To receive any updates on the hedge on Church Lane adopted highway (verge).
The Chair had met with a contractor.  A further site visit will take place to assess work required. 
RESOLVED: That this matter be deferred to the next meeting.
 
e) To receive any other updates or concerns raised.
A councillor advised that 20mph advisory signs had been installed near the school.  
 
08:11/25        Benson Court Trees
To receive a response from the ELDC Tree Officer regarding trees at Benson Court.
A response had been received from the ELDC Trees Team with the following information:
Any change of use or proposals for redevelopment to the land will need planning permission in which case there will be the relevant consultation with the specialist officers. Within the development they will also need to comply with BNG (biodiversity net gain). We are satisfied at the moment that the trees are not under threat. 
RESOLVED: That the information be noted.
 
09:11/25        Community Speedwatch
To note that six 30mph repeater signs will be received and to agree arrangements for installing in the village.
An article for Community Speedwatch will be included in the next newsletter.
RESOLVED: That the arrangements shall be made once the signs have been delivered. 
 
10:11/25        Public Right of Way Gate – Church Lane
To receive a quotation for replacement gates at the entrance to the public right of way on Church Lane.
A quotation had been received from the contractor that installed the gates and fencing on Main Road.
RESOLVED: That a quotation of £1031.01 plus VAT from Platers be accepted.
 
11:11/25        Millenium Bench
To receive any update and quotation(s) for replacement to the base around the Millenium tree.
Two quotations had been received.
RESOLVED: That a third quotation be sought for the work. 
 
12:11/25        Tree Survey
To receive an update and quotation(s) for a tree report.
One quotation had been received.  
RESOLVED: That at least one further quotation be sought for the work.
 
13:11/25        Litter Pick
To receive a response from the ELDC Cleansing Team re support for community litter picks.
A response had been received from ELDC to advise that they do not have litter picking equipment for loan. 
Dates for a community litter pick were discussed.  
RESOLVED: That a community litter pick shall be arranged for Sunday 19th March 2026.
 
14:11/25        National Grid Grimsby to Walpole
To receive an email from the National Grid Grimsby to Walpole Engagement Team.
RESOLVED: That the information be noted.
 
15:11/25        Noticeboard
To receive any updates on measures to repair the noticeboard at the village hall.
RESOLVED: That remedial work shall be investigated. 
 
16:11/25        Grass Cutting
To receive an update on grass cutting.
This item was skipped as the matter was resolved.
 
17:11/25 Future Dates
a) Next Parish Council Meeting – Tuesday 9th December at 7PM – Utterby Village Hall.
