Minutes of the Utterby Parish Council Meeting held at Utterby Village Hall on Tuesday 8th July 2025 at 7.00PM

01:07/25 Declarations of Interest
a) To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared.

02:07/25 Apologies for Absence
To receive any apologies from Members not able to attend the meeting.
Cllrs Buckley & Clifford had sent apologies for absence.
03:07/25 Open Forum
STANDING ORDER NO. 3
a) Members of the public may make representations, answer questions, and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda.
No members of the public were present.
b) To receive reports from County and District Councillors.
Cllr Mossop reminded Council about the Councillors’ Community Grant. No updates on Benson Court were available after the land and properties failed to sell at auction.
Cllr Hastings introduced himself to the Parish Council and offered to take forward any outstanding highways matters to a meeting that he had scheduled with LCC Highways.

b) To nominate a councillor to check and sign quarterly bank reconciliations (as per the Council’s Financial Regulations)
RESOLVED: That Cllr Lashbrooke-Small be appointed to check and sign quarterly reconciliations.
c) To note that the Quarter 1 bank reconciliations and bank statements have been signed by the nominated councillor.
RESOLVED: That it be noted that the Quarter 1 bank reconciliations and bank statements had been signed.
d) To receive a Q1 budget and finance report.
RESOLVED: That the reports be noted.
06:07/25 Planning
a) To note the following planning decisions received from ELDC: -
None received.
b) To consider any comment on the following planning application(s): -
None received.
07:07/25 Highways & Drainage
a) To receive any response from LCC regarding the overgrown trees at the bus shelter on Main Road.
RESOLVED: That it be noted that this issue is currently being investigated by LCC via Fix My Street.
b) To receive any response from LCC regarding a hedge on Church Lane that is impeding visibility for road users.
LCC had responded to advise that no further action would be taken at this time due to funding.
RESOLVED: That it be noted that Cllr Hastings will raise this issue with LCC Highways.
c) To receive any response from LCC regarding overgrowth blocking a public right of way.
No response had been received.
RESOLVED: That the Clerk shall contact LCC to request a response.
d) To receive any response from LCC regarding the plaque at the Packhorse Bridge.
No response had been received.
RESOLVED: That the Clerk shall contact the LCC Countryside Access to chase a response on this matter.
e) To receive any response from LCC regarding moving the speed limit sign on the A16.
No response had been received.
RESOLVED: That the Clerk shall contact LCC to request a response.
f) To receive any updates from LCC on measures to alleviate flooding.
A response had been received from LCC to advise that as part of the Section 19 flood investigations in Utterby, Jacobs Close, although not highway liability and a private road, will be investigated as part of Flood and Water's processes by LCC, as the Lead Local Flood Authority.
RESOLVED: That further information received be brought to future meetings.
08:07/25 Village Newsletter
a) To note the deadline for newsletter articles is 31st July 2025.
RESOLVED: That the deadline be noted.
b) To agree number of pages for the newsletter.
RESOLVED: That the regular number of pages be included.
09:07/25 Community Speedwatch
a) To agree expenditure of £50 administrative fee to join the Community Speedwatch Scheme.
RESOLVED: That a £50 administrative fee to join the Community Speedwatch Scheme be approved.
b) To receive any response from North Thoresby Parish Council regarding speed monitoring equipment.
RESOLVED: That it be noted that North Thoresby Parish Council had not sent a reply but it was understood that the equipment would be made available for loan.
10:07/25 Village Green & Open Spaces
a) To receive a quotation relating to moles on the Village Green.
One quotation had been obtained for the work
RESOLVED: That the situation be monitored and a further quotation obtained.
b) To receive any quotations for hedge and grounds maintenance.
RESOLVED: That the current contractor be asked to continue to cut the Village Green hedge and one footpath.
c) To note the frequency of grass cutting and resolve any actions.
RESOLVED: That the number of cuts per year (13) be noted.
11:07/25 Telephone Box
To receive any updates on the BT Phone Box.
A response had been received from ELDC planning to advise that BT had made the decision not to remove the phone box due to poor mobile coverage.
RESOLVED: That the information be included in the next newsletter.
12:07/25 Grimsby to Walpole Stage 2 consultation
To agree any response to the Grimsby to Walpole Stage 2 consultation.
National Grid Electricity Transmission plc (‘National Grid’) will be launching a statutory consultation on Wednesday 11th June 2025 for the proposed Grimsby to Walpole project (‘the Project’). This consultation will run for 8-weeks from Wednesday 11 June 2025 to 11:59pm on Wednesday 6 August 2025.
RESOLVED: That no action be taken.
13:07/25 Village Welcome Pack
To agree any actions relating to the provision of welcome packs to residents moving into the village.
RESOLVED: That the welcome packs be revisited in the future, and that the Utterby Voice be delivered to new residents.
14:07/25 ELDC Community Councillors’ Grant
To receive any proposals for applications to the ELDC Community Councillors’ Grant Funding.
RESOLVED: That the information be noted.
15:07/25 Lincolnshire Police & Parish Council Briefing Session
To receive an email regarding the next Lincolnshire Police & Parish Council briefing session on 23rd September 2025.
RESOLVED: That the Clerk will circulate the sign-up information to all councillors.
16:07/25 Future Dates
a) Next Parish Council Meeting – Tuesday 9th September at 7PM – Utterby Village Hall.
b) Items for inclusion on the next meeting agenda.
