Minutes of the Utterby Parish Council Meeting held at Utterby Village Hall on Tuesday 8th April 2025 at 7.00PM 
 
Present: Cllrs:  Buckley (Chairman of the Meeting), Bryan, Clifford, Lashbrooke-Small, and Traves
In attendance: The Parish Clerk, Cllr Mossop, Cllr Hall and 5 members of the public.
 
01:04/25 Declarations of Interest
a) To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. 
Cllr Lashbrooke-Small declared an interest in agenda item 08:04/25
b) To note dispensations given to any member of the council in respect of the agenda items listed below.

02:04/25 Apologies for Absence
To receive any apologies from Members not able to attend the meeting.
Apologies had been received from Cllr Newton.
 
03:04/25 Open Forum
STANDING ORDER NO. 3
Members of the public may make representations, answer questions, and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda.
 
A member of the public addressed the Parish Council to relay that caravan transporters were driving through the village without being escorted, and in some instances driving in excess of the speed limit.  Speeding on side roads was reported, with a suggestion of a newsletter article and/or starting a Community Speedwatch Group.
 
A member of the public expressed concern over home insurance premiums increasing, and it was considered by the resident that it may be related to flooding in the village.
 
04:04/25 Minutes of the Previous Meeting(s)
To approve the minutes of the previous meetings. 
RESOLVED: That the minutes of the meeting of 4th February 2025 and the extraordinary meeting of 10th March 2025 be approved as a true record.
 
05:04/25 Finance & Governance
a) To approve payment of accounts.
RESOLVED: That the following payments be approved: -

b) To agree to add the new clerk to the bank mandate.
RESOLVED: That the new clerk be added to the bank mandate.
c) To agree to purchase an o2 business mobile phone SIM only contract at a cost of £11.00 + VAT (may be subject to an April price increase).
RESOLVED: That an o2 business mobile phone SIM only contract at a monthly cost of £11.00 + VAT be approved.
d) To consider subscribing to the LALC Webmaster service at a cost of £54 + VAT for 3 hours website support. 
RESOLVED: That purchase of 3 hours of the LALC Webmaster service at a cost of £54 + VAT be approved.
 
06:04/25 Planning
a) To note the following planning decisions received from ELDC: -
None received.
b) To consider any comment on the following planning application(s): -
i) 00418/25/INC has been received and is now being APPLICANT: BT Group Plc, PROPOSAL: To remove 1 no. payphone. 
RESOLVED: Utterby Parish Council objects to the removal of the phone box and a detailed objection will be submitted by the deadline of 23rd April to East Lindsey District Council.
ii) N/192/00102/25
PROPOSAL: Planning Permission - Change of use of and alterations to former coach house which is a Listed Building to provide a residential annexe and provision of 2 no. dormer windows to the rear elevation of existing dwelling. LOCATION: THE MANOR, CHURCH LANE, UTTERBY, LOUTH, LN11
RESOLVED: Utterby Parish Council supports approval of this application
iii) N/192/00103/25

RESOLVED: Utterby Parish Council supports approval of this application. 
 
07:04/25        Highways & Drainage
a) To receive an update on the meeting with LCC Highways in relation to flooding concerns within the Parish
A report was received on the LCC Highways visit to the village to discuss drainage and flooding.  A walkaround had take place to look at areas where flooding had occurred.  Areas fell under the responsibility of LCC or ELDC but some areas had not yet been adopted.  Investigations are going to be undertaken into drainage pipework to ascertain the cause of the flooding.  A date for conducting the investigations is not yet known.
RESOLVED: That the report on the visit be noted.
b) To receive any responses from a resident regarding a hedge on Church Lane.
It was reported that no response had been received.
RESOLVED: That this item be deferred to the next meeting.
 
08:04/25 Village Newsletter
To receive any feedback from contributors on the proposal to increase the frequency of publication.
A mixed response had been received.  One contributor had suggested moving to
Spring and Autum editions.  One contributor was happy to provide three articles and two felt two was sufficient.
RESOLVED: That this item be deferred to the next meeting.
 
09:04/25 Village Hall Feedback Form
To receive and consider any response to a village hall feedback form.
A feedback form had been received from the Utterby Village Hall Committee.  Views and ideas were being sought from regular hirers on a range of improvements that would be funded by potential grant funding. 
RESOLVED: That the Parish Council supports the proposals and the Clerk will send a response to this effect.
 
10:04/25 Defibrillator Training
To receive any response from EMAS regarding the proposed training.
An email had been received from EMAS to ask if the Council would consider holding a training day between Mondays and Thursdays to fit in with work patterns.
RESOLVED: That the Clerk requests the training for Wednesday 11th or 18th June any time after 6PM or potentially two sessions, one later afternoon and one evening.
 
11:04/25 Future Dates
a) Next Parish Council Meeting (Annual Meeting of the Parish Council)– Tuesday 13th May at 7PM – Utterby Village Hall.
The date was noted.
b) To agree date and time of the Annual Parish Meeting.  
Requests will be sent out to village groups for reports.
RESOLVED: That an Annual Parish Meeting be held at 6PM on Tuesday 13th May 2025.
c) Matters for discussion and inclusion on the next meeting agenda.

Exclusion of Press and Public: To consider passing a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that public and press be excluded from the meeting for the matters set out below on the grounds that it could involve the likely disclosure of private and confidential information. 
 
12:04/25 Personnel
To approve Clerk’s wages and expenses payments. 
RESOLVED: That the wages and expenses be approved.
