Minutes of the Utterby Parish Council Meeting held at Utterby Village Hall on Tuesday 10th June 2025 at 7.00PM
Present: Cllrs: Newton (Chairman) Buckley, Clifford, Marfleet and Traves
In attendance: The Parish Clerk, Cllr Mossop, and 5 members of the public
01:06/25 Declarations of Interest
a) To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared.

02:06/25 Apologies for Absence
To receive any apologies from Members not able to attend the meeting.
Apologies had been received from Cllrs Bryan and Lashbrooke-Small.
03:06/25 Open Forum
STANDING ORDER NO. 3
a) Members of the public may make representations, answer questions, and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda.
A member of the public addressed the Parish Council on the matter of moles on the Village Green. The Clerk will deal with this matter.
The member advised that the lower branches on the trees on the Village Green are hanging low.
b) To receive reports from County and District Councillors.
ELDC Cllr Mossop advised that the Councillors’ Community Grant Scheme is now open for applications. Cllr Mossop responded to a question from a member of the public on unitarisation of councils.
The Clerk had received an email from LCC Cllr Hastings to advise he was not able to attend the meeting, but will be at the July meeting.

To approve the minutes of the previous meeting(s).
RESOLVED: That the minutes be approved as a true record.
05:06/25 Finance & Governance
a) To approve payment of accounts.

06:06/25 Planning
a) To note the following planning decisions received from ELDC: -
None received
b) To consider any comment on the following planning application(s): -
None received.
07:06/25 Highways & Drainage
a) To receive an update regarding a hedge on Church Lane and agree to contact Lincolnshire County Council.
A report was received regarding a hedge on a bend on Church Lane that impedes visibility for motorists. A site visit had taken place with the resident of the property next to the hedge.
RESOLVED: That the Clerk shall contact LCC to request that the hedge be removed on grounds of road safety.
b) To note that Lincolnshire County Council has replied to advise that the plaque at the Packhorse Bridge is not an LCC asset, and not the responsibility of the County Council.
The Clerk had emailed Lincolnshire County Council and East Lindsey District Council to ask about ownership and maintenance of the plaque. LCC customer services advised that the query had been passed to the Countryside Access Team.
RESOLVED: That the item be placed on the next agenda.
c) To receive a report from a resident regarding an overgrown footpath that leads from Church Lane to the side of the church, behind the Paddocks and out to the Main Road – to agree any action. The resident reported Lots of thistles, nettles, grass and generally unsafe underfoot.
Cllr Mossop advised that it may be worth contacting ELDC to ask if the Pride Team can assist.
RESOLVED: That the Clerk shall report the matter to Lincolnshire County Council Countryside Access Team, and request a copy of the Definitive Map.
08:06/25 Village Planters
To agree any actions relating to summer planting of the village planters.
It was discussed that the village planters were planted and maintained by councillors and residents with itemised VAT receipts for plants or compost presented to the Clerk for reimbursement.
Councillor Traves offered to do the remaining planter.
RESOLVED: That volunteers shall be reimbursed for plants and composts.
09:06/25 St Andrew’s Church
To receive a request for grant funding towards the costs of maintaining the churchyard.
The church committee had emailed to request that the Parish Council make a grant/donation towards the total churchyard maintenance costs of £1845
RESOLVED: That a donation of £500 be given to towards the cost of the churchyard maintenance.
10:06/25 Councillors' Community Grants Scheme
To note that the Councillors' Community Grants Scheme is now open for 2025/26. The deadline for applications is Saturday 28 February 2026.
RESOLVED: That the grant information be noted and that the information be circulated to the Village Hall and Community Groups.
11:06/25 Community Speedwatch
Receive any updates on the Community Speedwatch Scheme.
The Clerk advised that the Police and Crime Commissioner Grant was for North East Lincolnshire and no other specific grants had been sourced.
A member of the public advised that he has 6 volunteers that would be happy to be part of an Utterby Community Speedwatch Group.
RESOLVED: That the Clerk shall contact the Community Speedwatch Co-ordinator to ask if the Parish Council can join, and promote the Scheme on Facebook.
12:06/25 Village Welcome Pack
To agree any actions relating to the provision of welcome packs to residents moving into the village.
It was discussed that a welcome pack used to be delivered, but one of the issues is identifying new residents to the village.
RESOLVED: That councillors will look for copies of old welcome packs to get an idea of what to include.
13:06/25 Grounds Maintenance
To agree any additional requirements for one -off grounds/assets management works for the rest of the year 2025-26 e.g. hedge cutting, benches maintenance, and to approve expenditure.
RESOLVED: That that Clerk will get a quotation from the previous contractor for trees, hedges and paths.
14:06/25 Future Dates
a) Next Parish Council Meeting – Tuesday 8th July at 7PM – Utterby Village Hall.
RESOLVED: That the date be noted.
b) Matters for discussion and inclusion on the next meeting agenda.
• Update from Lincolnshire County Council on action to alleviate flooding.
• ELDC Community Councillors’ Grant Funding
• Note frequency of grass cutting in the contract.
