Minutes of the Utterby Parish Council Meeting held at Utterby Village Hall on Tuesday 14th October 2025 at 7.00PM
Present: Cllrs: Newton (Chairman) Buckley, Bryan, Clifford, Lashbrooke-Small, and Traves and seven members of the public.
In attendance: The Parish Clerk and LCC Cllr Hastings
01:10/25 Declarations of Interest
a) To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared.
None
b) To note dispensations given to any member of the council in respect of the agenda items listed below.
None
02:10/25 Apologies for Absence
To receive any apologies from Members not able to attend the meeting.
Apologies had been received from Cllr Marfleet. ELDC Cllr Mossop was unable to attend the meeting.
03:10/25 Open Forum
STANDING ORDER NO. 3
a) Members of the public may make representations, answer questions, and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda.
A member of the public referred to an auction for Benson Court and raised concerns about some scaffolding poles on private land. A member of the public raised the issue of flooding in the village, particularly Chapel Lane. A councillor updated the public about an investigation into flooding that had been conducted by LCC.
b) To receive reports from County and District Councillors.
Cllr Hastings advised he was in the process of chasing some matters in relation to Utterby, including speed limits around the school.

RESOLVED: That the minutes be approved as a true record.
05:10/25 Finance & Governance
a) To approve payment of accounts.

RESOLVED: That it be noted that the Quarter 2 bank reconciliations and bank statements had been signed by the nominated councillor.
c) To receive a Q2 budget and finance report.
RESOLVED: That the report be noted.
d) To review the bank signatory list.
RESOLVED: That one signatory shall be removed.
06:10/25 Planning
a) To note the following planning decisions received from ELDC: -
i) PROPOSAL: Planning Permission - Extension to existing dwelling to provide additional living accommodation. LOCATION: 8 Jacobs Close, Utterby, Lincolnshire, LN11 0GJ
The application was Approved on 12/09/2025.
b) To consider any comment on the following planning application(s): -
None received.
c) To receive any response from the enquiry about Tree Preservation Orders for Benson Court trees.
The Clerk advised that a response had been received from ELDC to advise that the tree officer had decided that at this stage the trees do not appear to be under threat of removal, therefore it was not expedient to make a TPO.
RESOLVED: That the Clerk shall reply to the tree officer to express concerns about potential future threat to the trees.
07:10/25 Highways & Drainage
a) To receive an update on the hedge on Church Lane, including any estimated costs.
RESOLVED: That this item be deferred to the next meeting pending receipt of a quotation.
b) To receive information from the LCC Rights of Way Officer regarding maintenance of the public footpaths.
The Clerk had received advice regarding the schedule of surface cuts on the public rights of way in the village.
RESOLVED: That the information be noted.
c) To note that Lincolnshire County Council is now inviting Town and Parish Councils to request delivery of a one-tonne bag of salt to support local winter maintenance efforts.
RESOLVED: That no further action be taken.
08:10/25 Community Speedwatch
To receive a response regarding the recent Archer surveys on Barton Street.
The Clerk had received a response from Lincolnshire Road Safety Partnership to advise that the surveys could not be re-run for three years unless there were significant changes.
RESOLVED: That the email be circulated to councillors and LCC Cllr Hastings.
09:10/25 Parish Council Assets
To review assets owned by the Parish Council and to consider: -
a) The condition of the kissing gate on Church Lane.
The kissing gate has been inspected and a discussion about the condition took place.
RESOLVED: That a quotation be sought for replacement.
b) Arrangements for cleaning benches on the Village Green.
RESOLVED: That the contractor who cleans the bus shelters be approached for a price to clean a bench on the village green.
c) To receive an update on the Millenium Bench and approve any quotations.
RESOLVED: That the item be deferred to pending receipt of a quotation.
d) To consider arrangements for tree inspections.
RESOLVED: That the Clerk shall seek to establish the date of the last tree survey, and obtain a quotation if required.
10:10/25 Utterby Voice
To agree increase in number of newsletters printed and agree next publication date.
RESOLVED: That the next publication date shall be Spring 2026, to be delivered in March, and that an extra 25 copies be printed.
11:10/25 Village Litter Pick
To consider holding a village litter pick.
RESOLVED: That the Clerk shall make enquiries to ELDC regarding the loan of equipment and the collection of the waste bags.
12:10/25 Future Dates
a) Next Parish Council Meeting – Tuesday 11th November at 7PM – Utterby Village Hall.
The date was noted.
b) Matters for discussion and inclusion on the next meeting agenda.
