Minutes of the Utterby Parish Council Meeting held at Utterby Village Hall on Tuesday 9th September 2025 at 7.00PM
Present: Cllrs: Newton (Chairman) Bryan, Clifford, Lashbrooke-Small, and Traves
In attendance: The Parish Clerk, ELDC Cllr Mossop and one member of the public.
01:09/25 Declarations of Interest
a) To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared.

02:09/25 Apologies for Absence
To receive any apologies from Members not able to attend the meeting.
No apologies had been received from Parish Councillors. LCC Cllr Hastings had sent apologies as he was unable to attend the meeting.
03:09/25 Open Forum
STANDING ORDER NO. 3
a) Members of the public may make representations, answer questions, and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda.
A member of the public addressed the Parish Council regarding the future use of Benson Court.
b) To receive reports from County and District Councillors.
Cllr Mossop provided an update regarding the ELDC Community Grant Scheme.

To approve the minutes of the previous meeting(s).
RESOLVED: That the minutes of the meeting held on 8th July 2025 be approved.

b) To receive bank reconciliations for July and Aug 2025.
RESOLVED: That the finance report be noted.
c) To note that the Unity Bank Instant Access account has been opened.
RESOLVED: That the information be noted.
d) To note that £760.29 VAT has been reclaimed from HMRC for the period 01 February 2024 to 31 March 2025.
RESOLVED: That the information be noted.
e) To note that the external auditor has received and logged the Parish Council’s notification of exempt status for the year ended 31 March 2025.
RESOLVED: That the information be noted.
f) To note that the NJC pay award for 2025-26 has been settled and applied to the Clerk’s wages with effect from 1 April 2025.
RESOLVED: That the information be noted.
This item was moved by the Chair and heard earlier in the meeting.
06:09/25 Planning
a) To note the following planning decisions received from ELDC: -
None received
b) To consider any comment on the following planning application(s): -
PROPOSAL: Planning Application 02891/25/FUL Extension to existing dwelling to provide additional living accommodation. LOCATION: 8 Jacobs Close, Utterby, Lincolnshire, LN11 0GJ
RESOLVED: That Utterby Parish Council has no objection to this application.
07:09/25 Highways & Drainage
a) To receive any response from LCC regarding a hedge on Church Lane.
Cllr Hastings had advised at the last meeting that he would raise this issue with LCC Highways. No updates had been received.
RESOLVED: That the Clerk shall obtain an estimate for the hedge to be cut.
b) To receive any response from LCC regarding a hedge encroaching onto a bus stop on Main Road.
It was reported that no updates had been received.
RESOLVED: That it be noted that this work has been completed.
c) To receive any response from LCC regarding the relocation of a speed sign on Main Road.
The Clerk had chased a response from LCC and been notified by customer services in July that a chase on the original report (4204141) had been placed for the Officer to provide a response. It that discussed that residents had concerns about the lack of a safe crossing place on the 50mph stretch at the north end of the village.
RESOLVED: That this item be deferred to a future meeting once a response has been received.
d) To receive any updates on overgrown public rights of way.
The LCC Public Rights of Way Officer had advised that he had inspected and found that path104 had been cut through as expected and the path could be walked easily. He felt that the issue would appear to be more with encroachment of adjacent hedges that are the hedge owner’s responsibility. He has written to the owners of the hedges on this path and on path 102 where they are encroaching asking them to cut their hedges back.
Path 104 is due a further cut before September for surface vegetation.
RESOLVED: That the Clerk shall request the cutting schedule from LCC.
e) To receive any response from LCC regarding the Packhorse Bridge sign.
The Clerk had chased a response from LCC and been advised in July that the correct area to look into this would be the Historic Environment team. LCC advised that the matter had been passed to this team to look into.
RESOLVED: That this matter be deferred until a response has been received.
f) To receive any response from LCC regarding flooding in the village.
It was noted that no updates had been received.
08:09/25 Community Speedwatch
a) To receive any updates on the Community Speedwatch Scheme.
The Parish Council has joined Community Speed.
RESOLVED: That Councillors shall look at potential locations.
b) To receive the results of the Speed Monitoring that recently took place outside Utterby Primary Academy and consider a proposal to request: -
i) a revision to presented results to remove weekday traffic activity between 8:45am to 9:05am and 3:20pm to 3:40pm.
ii) for the exercise to be repeated during a school holiday period.
Lincolnshire Road Safety Partnership had contacted the Council to advise that the results of an Archer Survey on Barton Street in July together with an analysis of the collision data show that the criteria required for either fixed or mobile speed camera enforcement is not met.
RESOLVED: That a request be submitted to LCC to re-run the survey out of term-time e.g. Christmas holidays.
Cllrs Bryan and Lashbrooke-Small, having declared an interest, abstained from the vote on the following agenda item.
09:09/25 Grant
To receive a grant request from Utterby Village Hall.
A request had been received for a community grant of £500 towards ELDC ELIF GRASSroots Scheme gap funding. The funding would be used towards providing a programme of improvements for the Village Hall.
RESOLVED: That a grant of £500.00 be made to Utterby Village Hall under Section 137 of the Local Government Act.
10:09/25 Benson Court
To receive any response from LCC regarding Benson Court Trees.
The East Lindsey District Council Arboricultural Officer had advised that he would visit the site (in June 2025) to view the trees and make an assessment as to whether they merit protection with a TPO. No follow up report had been received.
RESOLVED: That the information be noted, and that the Clerk shall request the outcome.
11:09/25 Future Dates
a) Next Parish Council Meeting – Tuesday 14th October at 7PM – Utterby Village Hall.
RESOLVED: That the date be noted.
b) Matters for discussion and inclusion on the next meeting agenda.
i) Update on Parish Council Asset to include the kissing gate on Church Lane.
ii) Date for the next newsletter and number of additional copies required.
iii) Village Litter Pick.
