NOTICE IS HEREBY GIVEN that the next meeting of Utterby Parish Council, is to be held on:

To be held at Utterby Village Hall, Main Road, Utterby. Councillors are hereby summoned to attend.

There will be up to 15 minutes for the public forum for members of the public to raise any issues. Questions will be dealt with in order of receipt which must be received at least one hour before the meeting (please call or email the Clerk). On completion of the Public Forum, the public will not be able to take part in any of the remaining council meeting. This session may also include the reports from Outside Bodies: ELDC Ward Member and LCC Ward Member.
AGENDA
1 Record of Members Present and Apologies
To receive and note apologies for absence which have been given to the Parish Clerk prior to the meeting.
2 To receive any Declarations of Interest on any item on the agenda - in accordance with the requirements of the Localism Act 2011, and to consider any applications for dispensations in relation to disclosable pecuniary interests.
3 Minutes:
a) To approve as correct records the notes of the Parish Council meeting from 1st November 2023 and authorise the Chairman to sign the official minutes.

e) To Resolve to choose a date for the Utterby Parish Meeting (must take place between 1 March and 1 June, both dates inclusive, and must take place no earlier than 6pm).
5 Finance and Budgets
a) Council to resolve register again with the Information Commissioner (ICO Data Protection) for year 2024/25.
b) Council to Resolve that the Parish Clerk completes the Precept application for 2024/25 with the Chairman when documents are made available by ELDC and returns them before the closing date as required.
c) To note that the Parish Agreement (verges grass cutting) with Lincolnshire County Council is a rolling agreement and continues for 2024/25.
d) To Resolve to approve the increase of Clerk’s salary of £1 per hour from £12.73 to £13.73 per hour backdated to 1st April 2023 as per NALC Salary Awards and LGA agreement. Backdated costs £131 (April to end October 2023). Monthly salary before tax and NI will now be £219.68 (not including working from home and mileage claimed).
e) Payments - to receive and Resolve to accept payments.
f) Councillors to consider and to Resolve on any projects for the 2024/25.
g) As requested by the Village Hall Committee, to Resolve that the Parish Council contributes towards the cost of the Village Hall 3 metre Christmas tree (£60), (which will be displayed outside the hall) using money from the budget transferred to Section 137 expenditure.
h) Audit – to Resolve to request that Mr S Fletcher, Mablethorpe Town Clerk be asked to undertake the audit for Utterby in 2023/24.
6 Planning Matters
a) To consider and Resolve on planning application N/192/02010/23 Hybrid application for the outline erection of 2 no. dwellings and full planning permission for external works to village hall including the change of use of land to provide additional land for car parking and extended garden/grass area and erection of a fence. LOCATION: LAND TO THE SOUTH OF GRANGE LANE, UTTERBY
b) To consider and Resolve on Viking CCS Pipeline notice of application for a Development Consent Order (pipeline transportation of Carbon Dioxide from Immingham to Theddlethorpe).
c) Any urgent planning applications to consider or updates.
7 Parish Council Amenities (bus shelters, village green, etc)
a) Welcome Pack.
b) Verges and Village Green. Consideration of quote for daffodil planting.
c) Trees – replacement trees.
d) Bus shelters.
e) Telephone Box.
f) Kissing Gates.
8 ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)
a) A16 speed limit – Any further updates.
b) Parking bay outside Bank Cottage, Main Road, Utterby – any updates.

d) Benson Court – any updates.

To note that the next meeting is on Wednesday February 7th 2024 at 7pm in the Village Hall, Utterby.
Note that there is no scheduled meeting in January 2024.
