NOTICE IS HEREBY GIVEN that the next meeting of Utterby Parish Council, is to be held on:

To be held at Utterby Village Hall, Main Road, Utterby. Councillors are hereby summoned to attend.

There will be up to 15 minutes for the public forum for members of the public to raise any issues. Questions will be dealt with in order of receipt which must be received at least one hour before the meeting (please call or email the Clerk). On completion of the Public Forum, the public will not be able to take part in any of the remaining council meeting. This session may also include the reports from Outside Bodies: ELDC Ward Member and LCC Ward Member.

1 Record of Members Present and Apologies
To receive and note apologies for absence which have been given to the Parish Clerk prior to the meeting.
2 To receive any Declarations of Interest on any item on the agenda - in accordance with the requirements of the Localism Act 2011, and to consider any applications for dispensations in relation to disclosable pecuniary interests.
3 Minutes:
a) To approve as correct records the notes of the Parish Council meeting from 6th September 2023 and authorise the Chairman to sign the official minutes – in this case there are no minutes as the meeting was not quorate.

i. North Thoresby Academy - New speed signs idea.
ii. Utterby Village Hall – increase in hall hire.
e) To Resolve to Update the Council’s Financial Regulations with reference to the online bank account.
f) Village Hall – a) to Resolve that a Member of the Parish Council sits on the Village Hall Management Committee /Trust, and that the membership of and the appointed Member be reconsidered on an annual basis at the Annual Parish Council meeting. b) To Resolve to appoint a Member of the Council to be a member of the Village Hall Management Committee /Trust until it’s consideration again at the May Annual Parish Council Meeting (TBC May 20-24). To note that should the appointed councillor resign or no longer be a Member of Utterby Parish Council, that they would automatically be released from being a member of the Village Hall Management Committee/Trust and a new Councillor would be appointed.
5 Finance and Budgets
a) Quarterly Monitoring - To Resolve to approve the quarterly monitoring for beginning April 23 to end June 23.
b) To ratify payments authorised by emails in July/August:

c) Clerk – To Resolve to approve the extra hours to the contracted hours paid for in the Clerk’s August hours (as previously agreed by Council).
d) To ratify the payments made September 6th 2023 following the meeting which was not quorate.

a) To discuss a further planning application to the field behind the Village Hall.

c) Updates from any planning issues:
i. N/192/00289/17 LAND OFF CHAPEL LANE AND, GRANGE LANE, UTTERBY NATURE OF INVESTIGATION: Breach of condition 3 on planning permission
ii. N/192/00289/17 LAND OFF CHAPEL LANE AND, GRANGE LANE, UTTERBY concerning the use of the road used for entry to the site. INVESTIGATION Breach of condition 8 on Planning Permission- Decision
7 Parish Council Amenities (bus shelters, village green, etc)
a) Welcome Pack.
b) Verges and Village Green.
i. To update the Council on the HM Land Registry.
ii To consider the plan of location of daffodils on the verges.
c) Trees – replacement trees.
d) Tidy Up Week review.
e) Bus shelters.
f) Telephone Box – to resolve to repaint due to poor condition.
g) Utterby Voice feedback.
h) Kissing gates – to discuss the condition of the Kissing Gates.
8 ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)
a) A16 speed limit – to discuss the new proposal from LCC (passed to us by Cllr Hall) to reduce speed limit on part of main road to 30mph.
b) To consider and complete the NHT public Representative Online Survey - Lincolnshire County Council. The closing date for submissions is 15 October 2023.
c) To consider the request that the Parish Council supports and makes an application for a parking bay outside Bank Cottage, Main Road, Utterby.
d) Any urgent issues or updates.
e) Benson Court – containers update.
f) A16/Church Lane – blind junction update.
