Wednesday 3rd April 2024 at 7.00pm – at Utterby Village Hall

PUBLIC FORUM

  • A resident complained that there was still flooding on Church Lane, both at the top by the junction with A16 and near to the church. It was thought there these two different incidents had different causes. Cllr Hall (LCC) had followed up the flooding complaints from the last meeting.
  • A resident informed the council that they had concerns regarding the state of the trunk of the willow tree, and that it needed re-staking again and protective materials around the base of the trunk to protect from mowers.

a) It was RESOLVED to approve the minutes of Parish Council Meeting 6th March 2024 as correct and the Chairman signed them.

 

85  Council Matters, Actions and Communications
a) Co-option of Councillors – The Chair reported that ELDC had informed us that no residents had requested an election in the village following the two councillor vacancies. Two candidates gave presentations, and it was RESOLVED that Marc Traves and Robert (Bob) Newton be co-opted as Utterby Parish Councillors. They both signed their Declaration of Acceptance of Office and then took their seats at the Council.

b) Chairman’s Remarks The Chair had no remarks.

c) Clerk’s Report – The Clerk made the Council aware that excess hours had been worked due to councillor resignations and that, the Clerk would leave claiming any extra hours until July. The Clerk also asked if any councillor would be prepared to post the agendas and any notices that had to be publicised on the noticeboard as it was not a good use of council budgets that the Clerk drove out each time to Utterby. The Chair agreed to do this.

d) Clerk’s Appraisal: It was RESOLVED that Cllr MW would undertake the appraisal.

e) Consultations: None
f) Communications were noted from: Chrysaor Production (UK), a response regarding builder’s bags complaint, National Lottery Funding archive, Utterby Village Hall for AGM and events. A letter from a concerned parent of a child who goes to the Academy was read out (regarding speeding) and responded to under LCC items.

g) Annual Parish Meeting – The flyers for the Annual Meeting were distributed to councillors to post through the doors of village residents.

86 Finance and Budgets

  1. It was RESOLVED that the council would not sign up to the LALC training scheme and instead would pay for any courses as required.
  2. It was RESOLVED to approve the following payments for April 2024:

  1. Internal Audit- The Chair read out the Internal Auditors report and it was RESOLVED to accept the report and further to write to the Auditor, Mr Steve Fletcher, and thank him for his work on undertaking the audit, which it was noted, he did not charge for.
  2. Budgets – The Clerk reported that this year we had underspent as the grass cutting charges had been approximately half that budgeted for due to the poor service given, only cutting 6 times out of the 13 times due. As there had been no projects or maintenance undertaken on any of our structures, there had been a low spend. It was reported that there was an overspend of budget on three items, insurance by - £11.54 and mileage -£23.90 due to the number of times coming to Utterby to post on the noticeboard since Cllrs Woodward moved out of the village, and Office/ Home Use/bank charges  - £6.81 which was due to the doubling up of bank charges from HSBC and Unity in the interim period.

At the close of the financial year: The budget was £9970.

Payments  £9,955.13 (precept, LCC contribution and Tax refund).

Receipts  £6969.86.  We had less income than predicted due to less tax rebate, and so there was a shortfall of £14.87 into our budget. Therefore, there is an excess left in our budget of £2,985.27. It was RESOLVED that the excess be moved into Contingency Reserves (along with the previous year’s excess) and that the draft 2024/25 budget be approved.

  1. Village Projects – It was RESOLVED that the Council explore the costs for buying and maintaining a defibrillator and a proposal be put together that could be sent to the Village Hall Committee for them to consider housing the defibrillator on the exterior wall of the Village Hall. The Chair reported also that he had looked into the cost of a large salt bin for sand (to be sited on the village green) in the event of flooding, and this would cost in the region of £500.
  2. Bank account signatories - It was noted that this was progressing.
  3. Asset Register – The Clerk reported that some of the trees on the asset register were now dead. Further she reported her concerns that, even though we had increased the costs of replacement for insurance purposes over the years, it was felt that we were still under insured. Further the Clerk reported that on inspection of the Millennium Bench, that all our wooden assets needed regular maintenance. Clerk to put the Asset Register on the May meeting agenda.

 

87 Planning

  1. The Clerk reported that following the complaint to Platform Housing and ELDC regarding the containers at Benson Court, a letter had now confirmed that the containers did require planning permission and that ELDC were giving Platform Housing until the end of June to move them or apply for Planning Permission otherwise, enforcement would be taken. 

 

88 Parish Council Amenities (bus shelters, village green, etc)

  1. Village Green and Verges – The Clerk reported that having visited the village green that evening to take photos of dead trees she discovered it was very boggy down at the bottom end.
  2. Trees – It was RESOLVED to contact David Buckley and ask him to see if he could re stake the willow tree and put protective surrounds on the trunk.
  3. Bus shelters – Nothing to report.
  4. Telephone Box – The resident who had volunteered to paint the inside of the telephone box would resume painting when it was a bit warmer.
  5. Kissing Gates – Following the previous meeting, the Clerk had been to visit the Kissing Gates and measure them. The Clerk considered that they might just require some parts renewing instead of it all replacing. Cllr MW would visit the site and look to see if he agreed.

 

89   ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)

  1. Verge Grass Cutting - The Council noted that it had received the agreement of costs from LCC for the cutting of the verges which would be £1159.83 for 2024/25.
  2. Speed outside Academy -  It was RESOLVED that Cllr MT would liaise with Cllr Edward Mossop (ELDC) to engage with the Academy in putting together a proposal that can be forwarded to Lincolnshire County Council's Lincolnshire Road Safety Partnership regarding 20mph speed signs. It was noted that these were not enforceable.
  3. Any urgent issues or updates – The little bridge on the footpath near to the fishing lakes was in a very poor state, it was RESOLVED that the Clerk would report to Lincolnshire County Council.

91 Date and time of Next Meeting

It was noted that that the next meetings were:

  1. Annual Parish Meeting (Village Meeting) at 6pm on Wednesday May 8th.
  2. The Annual Parish Council Meeting at 7pm on May 8th (one week later than usual) in the Village Hall, Utterby.

PUBLIC FORUM

  • Residents spoke in the public forum with regards to their objection to National Grid’s intention to bring pylons from Grimsby to Walpole going through the boundary of Utterby. It was noted that the parish council had minuted their objection at the February meeting. It was noted that the long survey put people off completing it, but that there was also an email address you could send objections to.
  • A member of the public informed the Council that they and another member of the village had rodded the drains on Grange Lane and that it looked as if the flooding was being made worse by blocked ditches and drains in the field on the opposite side of the road.

74  Minutes
a) It was RESOLVED to approve the minutes of Parish Council Meeting 7th February 2024 as correct after the amendment to ‘15 members of the public present’ and that ‘Cllr A Hall was also in attendance’. The Chairman signed them.

 

75  Council Matters, Actions and Communications
a) Chairman’s Remarks The Chair reported that following he and his wife (JW) leaving the village of Utterby in February, he would be standing down as Chair in the following agenda item, and that over the last five years and previous years on the Parish Council they had achieved some successes, including the village sign, noticeboard, planters and that the Council continued operating via Zoom during Covid. The departing Chair thanked the Clerk for all her work over the years.

b) It was RESOLVED to elect Cllr Matthew Wright as Chairman of the Council. Cllr MW signed the Declaration of Acceptance of Office.

 

At this point in then meeting Cllr MW took the Chair.

 

c) It was RESOLVED to elect Cllr Terry Buckley as Vice Chairman of the Council. Cllr TB signed the Declaration of Acceptance of Office.

d) Clerk’s Report: Nothing to report.

e) Clerk’s Appraisal: It was RESOLVED that Cllr AW would undertake this, but then due to his resignation at the end of the meeting, this would have to be referred to the following meeting.

f) Consultations: LCC Bus Clearway – It was RESOLVED to support that the bus pull in on the A16 opposite Holywell Lane be established as a clearway.
g) Communications were noted from: Resident complaint regarding bird scarer (on agenda under urgent ELDC), application by Chyrsador production Viking CSS pipeline.

h) Annual Parish Meeting - It was RESOLVED to create a flyer for the Annual Parish Meeting - 6pm on Wednesday 8th May 2024 before the Annual Parish Council meeting to be hand delivered to residents.

i) Policy Documents - It was RESOLVED that updates would be made to the Council Information document and that other documents listed would be updated with regards to date and changes in Chair where applicable.

76 Finance and Budgets

  1. Insurance – It was RESOLVED that quotes for a 3 year period would be sought with no change in the insurance cover.

Cllr Terry Buckley and Cllr Matthew Wright would remain as signatories, that Cllr Tina Bryan and Cllr Nicola Mackin would be added as signatories, that Cllr Alan Woodward and Cllr Jackie Woodward be removed.

  1. Audit- It was noted that the document folders had been taken to the internal auditor for inspection.
  2. VAT Refund – It was noted that an application for VAT refund has been made which is much reduced from the previous year due to less purchases. This had now received shown on the payment schedule £213.25.
  3. Village Projects – Nothing to comment on any projects for the 2024/25.

 

77 Planning

  1. Ref N/192/02430/23 LANGDALE, CHURCH LANE, UTTERBY, LOUTH, LN11 0TH has been approved by ELDC. There were no urgent planning applications to consider or any other updates.

 

78 Parish Council Amenities (bus shelters, village green, etc)

  1. Welcome Pack – Clerk to report if a new resident comes to the village and Cllr MW will take a welcome page.
  2. Village Green and Verges – It was unknown if the pest control had been to set traps as yet.
  3. Trees – Due to weather the replacement trees would be planned in for September/October 2024.
  4. Bus shelters – Nothing to report.
  5. Telephone Box – Nothing to report.
  6. Kissing Gates – Following an email to LCC to check any requirements for staggered barriers, they had replied that due to policy, the entrances must either be left clear, or the kissing gates be reinstated/refurbished. It was RESOLVED that the Clerk would get prices for reinstating/ refurbing kissing gates each end based on the current build.
  7. Bridlepath Church Lane, builder’s bags - It was RESOLVED that the Clerk would write to the owners of the house that were now placing builder’s bags onto the path (which was a LCC bridleway) and ask them to move them back onto their own land.
     

79   ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)

  1. LCC Public Notice of Speed Reduction. This was noted and had been displayed on Facebook and on the noticeboard.
  2. Benson Court – Following a further letter of complaint regarding the containers and lack of planning permission, ELDC had replied confirming that Platform Housing thought they did not need Planning Permission for them. The Clerk to write to ELDC Enforcement to see if they would confirm that this was the case.
  3. Dog Bin - The dog bin that had been removed had now been returned. No reply received from ELDC.
  4. Any urgent issues or updates Flooding - The Clerk read out a notice from LCC regarding flood investigation work they were carrying out in the county. Bird scarer – Following complaints, the Clerk has spoken to Environmental Health, and the bird scarer (which ELDC said was going off 5 times every 9 minutes) was a nuisance issue and they were now writing to the land owners.

 

80  Notifications

Cllr AW and Cllr JW resigned at this point in the meeting as Councillors. The Chair thanked them both for all their hard work over their time in the council and wished them well.

  1. It was noted that that the next meeting was on Wednesday April 3rd 2024 at 7pm in the Village Hall, Utterby.

Wednesday 7th February 2024 at 7.00pm – at Utterby Village Hall

 

PUBLIC FORUM

  • There were residents who spoke in the public forum with regards to the outline planning application on the agenda N/192/00095/24 South Grange. The Chair advised that any neighbouring houses wishing to object to the application should have independently written a letter of objection to ELDC. The main objections were that: The proposed buildings were too high / close to current two neighbouring properties blocking light; that current neighbours would lose their privacy; that the buildings would not be in-keeping materially with those already on that road; access directly opposite the refuge on A16 would create even more danger to vehicles accessing and leaving /using A16; no water course therefore concerns regarding flooding of land. Cllr Hall (LCC) would raise the access issue with LCC Highways.
  • A member of the public complained about the state of the footpath and the road surface at the top of Grange Lane and onto the A16, it had become dangerous, and the poor state of repair led to trip hazards and large potholes. Although two drains had now been cleared, a drain next down was completely blocked. Two drains on A16 (gutter drains) required a key to open so not cleared. Two drains on the mouth the Grange Lane and A16 had been almost tarmacked over and so blocked. (Clerk to reported on Fix My Street). Cllr Hall (LCC) will also follow up.

a) It was RESOLVED to approve the minutes of Parish Council Meeting 6th December 2023 as correct and the Chairman signed them.

 

65  Council Matters, Actions and Communications
a) Chairman’s Remarks The Chair reported he had delivered the Utterby Voice and thought that the village was looking very scruffy due to the verges being obliterated by heavy lorries. He was concerned that now there appeared to be only one solitary lady left at Benson Court on her own.

b) Clerk’s Report: Nothing to report.

c) Clerk’s Appraisal: It was RESOLVED to refer this matter to the following meeting.

d) Meeting Dates 2024/25 – It was RESOLVED to approve the dates for the council meetings in 2024/25 and to note that the Annual Council Meeting would be held on the second Wednesday in May (8th) due to the Village Hall AGM and elections also being held during the first week of May.

e) Consultations:
National Grid Pylons –
It was RESOLVED that the Council opposed the plan to bring pylons through from Grimsby to Whalpole.
Devolution of Lincolnshire – Now closed.

Louth Travel Board – Residents were urged to complete the consultation regarding Louth Town Centre.

f) Communications were noted from: East Local Policing; Lincs PCC road engagement ref online meeting, St Andrew’s Church regarding toner collection point, LCC Emergency Planning regarding open day (no action to take) London Hearts regarding defib match funding.

g) Annual Parish Meeting - It was RESOLVED that the Annual Parish Meeting would be held at 6pm on Wednesday 8th May 2024 before the Annual Parish Council meeting.

 h) It was RESOLVED to approve that the Village Hall Fire Assembly Point would be moved to the Village Green because of a recent fire risk assessment by Safelincs in the Village Hall.

  1. Village Projects 2024 – Cllr Woodward had approached a company to quote for replacing the Kissing Gates with a staggered fencing instead. Clerk now to get further quotations in line with financial regulations.
  2. Grass Cutting - It was RESOLVED to award the grass cutting contracts for the amenity verges and village green to Dave Skells Traffic Management Ltd at a cost of £2015 plus VAT for 13 cuts. Even though this quotation was more than the only other company that quoted, the council agreed that due to the poor work undertaken by last year’s contractor, they would not wish to use them again if there was an alternative.
  3. Daffodils - It was RESOLVED that David Buckley would plant the daffodil bulbs (supplied by the council) at a cost of £70.
  4. Quarterly Monitoring - It was RESOLVED to approve the Quarterly Monitoring (October to December 2023) following being checked by Cllr TTB and JW.

 

67 Planning

  1. It was RESOLVED to ratify to decision to make no comment  (as no meeting held and insufficient agreement in comments received) ref N/192/02430/23 LANGDALE, CHURCH LANE, UTTERBY, LOUTH, LN11 0TH Planning Permission - Erection of a freestanding pergola (works started) with amendment - The proposals have been amended to include an extension to the pergola which has already been sited on the northern elevation round to cover the length of the western elevation.
  2. Following a lengthy discussion, it was RESOLVED to object to the outline planning application N/192/00095/24 South Grange Outline erection of 2no. dwellings with existing outbuildings to be

demolished (with site layout and means of access to be considered). LOCATION: South Grange, MAIN ROAD, UTTERBY LN11 0QT for the following reasons:

         • Garden grabbing both sides of current property.

• Overshadowing/loss of outlook to the detriment of residential properties on both sides.

• Overlooking and loss of privacy of residential properties on both sides.

• Highway issues: traffic generation, vehicular access, highway safety as access onto very busy A16 directly opposite the (road island) refuge. There have been a number of car accidents on this stretch of road of late.

• Noise disturbance due to proximity of planned builds to that of neighbouring properties.

• Visual appearance not in keeping with current property on the land.

• No water course and therefore concern that land would be prone to flooding with further development.

  1. There were no urgent planning applications to consider or any updates.

 

68 Parish Council Amenities (bus shelters, village green, etc)

  1. Welcome Pack – One pack had been delivered to new residents.
  2. Village Green and Verges – It was RESOLVED that the Clerk would contact the Pest Control company and ask that they treat the verges for mole hills, and from this date the Clerk would contact Pest Control when the need arose, not having to bring the decision to a meeting.
  3. Trees – Due to weather the replacement trees have not yet been purchased.
  4. Bus shelters – Nothing to report.
  5. Telephone Box – Inside the telephone box still to be painted and a resident has offered to undertake this.
  6. Kissing Gates – See finance item above.
  7. Utterby Voice  - nothing to report.
     

69   ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)

  1. A16 speed limit – It was RESOLVED to ratify the statement agreed with Councillors by email:

Utterby Parish Council response to A16 UTTERBY – PROPOSED 30MPH SPEED LIMIT

Utterby Parish Council are pleased to support the proposed reduction in speed limit along the A16 through Utterby. 

We would also like to see considered in the future the stretch of road, currently 50mph from Peartree Lane to just before Chapel Lane, reduced to 40mph as we consider the reduction from 50 to 30 less likely to happen without gradual transition.

We would also appreciate any information that you can provide on how Lincolnshire County Council intend to enforce the 30mph limit.

  1. Parking bays outside Bank Cottage, Main Road, Utterby – Cllr Hall (LCC) had met with the person who had requested the parking bay and was now dealing with the enquiry.
  2. Benson Court – The complaint that glass and other debris littered the grass and car park at Benson Court had been responded to by Platform Housing and they said that they would deal with the issue. There was concern that there was now 6 skips on the car park and that this area was now being treated as a commercial area opposed to a residential area (still a person living at Benson Court) and that this would surely need planning permission, and further that we had originally been informed that the skip and storage was a stop gap solution whilst some work was being carried out in (it was thought) Skegness. It was RESOLVED that the Clerk would write to Platform Housing (cc Cllr Mossop and Cllr William Grey the portfolio holder) to raise their concerns and objections to the current situation.
  3. Any urgent issues or updates – The Clerk reported that ELDC Planning would no longer follow up with a council if they had not made a consultee comment on an application and it would instead be assumed that they wished not to respond.

  • There were a number of residents who spoke in the public forum with regards to the planning application on the agenda N/192/02010/23. The Chair did explain (as also per previous meeting), that any neighbouring houses wishing to object to the application should have independently written a letter of objection to ELDC, but that it appeared that only two had done so.
  • Top of Church Lane, drains blocked.
  • Top of Grange Lane on A16, drains still not cleared and severe flooding (Clerk reported on Fix My Street several times). Will follow up with LCC and ELDC Councillors.

56 Finance and Budgets

  1. It was RESOLVED to register again with the Information Commissioner (ICO Data Protection) for year 2024/25.
  2. It was RESOLVED that the Parish Clerk completes the Precept application for 2024/25 with the Chairman when documents are made available by ELDC and returns them before the closing date as required.
  3. It was noted that the Parish Agreement (verges grass cutting) with Lincolnshire County Council is a rolling agreement and continues for 2024/25.
  4. It was RESOLVED to approve the increase of Clerk’s salary of £1 per hour from £12.73 to £13.73 per hour backdated to 1st April 2023 as per NALC Salary Awards and LGA agreement. Backdated costs £131 (April to end October 2023). Monthly salary before tax and NI will now be £219.68 (not including working from home and mileage claimed).

  1. It was RESOLVED to defer discussions regarding any projects for the 2024/25 to another meeting.
  2. As requested by the Village Hall Committee, it was RESOLVED the Parish Council contributes £30 towards the cost of the Village Hall 3 metre Christmas tree (cost of £60), (which will be displayed outside the hall) using money from the budget transferred to Section 137 expenditure.
  3. It was RESOLVED to request that Mr S Fletcher, Mablethorpe Town Clerk be asked to undertake the audit for Utterby in 2023/24.

 

57 Planning

  1. Following a lengthy discussion, it was RESOLVED to support planning application N/192/02010/23 Hybrid application for the outline erection of 2 no. dwellings and full planning permission for external works to village hall including the change of use of land to provide additional land for car parking and extended garden/grass area and erection of a fence. LOCATION: LAND TO THE SOUTH OF GRANGE LANE, UTTERBY
  2. It was RESOLVED to make no comment regarding the Viking CCS Pipeline notice of application for a Development Consent Order (pipeline transportation of Carbon Dioxide from Immingham to Theddlethorpe) as it skirted the village.
  3. There were no urgent planning applications to consider or any updates.

 

58 Parish Council Amenities (bus shelters, village green, etc)

  1. Welcome Pack – Two packs had been delivered to new residents.
  2. Village Green and Verges – It was agreed that David Buckley would plant the daffodils at a cost of £70 (daffodil bulbs having been purchased by ourselves).
  3. Trees - David Buckley would plant the trees in January 2024.
  4. Bus shelters – Nothing to report.
  5. Telephone Box – Many thanks was given to the resident of the village who had painted the telephone box. They would keep the equipment/paint and in the spring, paint the interior also. Though Perspex glass had been replaced by Open Reach, they had left the cracked pane. Clerk to contact Open Reach again.
  6. Kissing Gates – It was RESOLVED to investigate replacing the Kissing gates with 5bar gates instead of refurbing / replacing as the one of the A16 had now collapsed.
     

59   ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)

  1. A16 speed limit –Cllr Hall (LCC) had emailed to say that this proposal had been fully supported and so now would go out to public consultation.
  2. Parking bays outside Bank Cottage, Main Road, Utterby – no update.
  3. Any urgent issues or updates – none.
  4. Benson Court –No further updates.

Wednesday 1st November 2023 at 7.00pm – at Utterby Village Hall

 

PUBLIC FORUM

  1. It was noted that there were a number of serious issues with flooding in the village:
  • Top of Church Lane, drains blocked.
  • Top of Grange Lane on A16, drains not cleared and severe flooding (Clerk reported on Fix My Street). Residents opened manhole covers and rodded them for 25 metres.
  • Outside 6 Queen’s Close, damaged drain has a hole which is a safety risk.
  • Permanent drainage not yet installed on new development to the back of Jacob’s Close causing flooding to the two bungalows opposite the entrance on Grange Lane. It was also thought that this is due to the pond originally on that land not being filled in correctly (Clerk reported).
  • Concern that the dyke on the A16 near to the Kissing Gate Walk was brimming to full of water.
  1. There was also a reported incident that a lorry delivery could not access the new development via Grange Lane as gate locked and as no-one there to open it the lorry accessed the development via Chapel Lane and Jacob’s Close.

a) It was RESOLVED to approve the minutes of Parish Council Meeting 4th October 2023 as correct and the Chairman signed them.

 

45  Council Matters, Actions and Communications
a) Chairman’s Remarks. The Chair expressed concern over the number of flooding incidents in the village and commented that the council would hear all the issues even if it meant the meeting went over time.
b) Clerk’s Report.  Nothing to report.

c) Consultations – ELDC Polling Review – Consultation was noted. Cllr Mossop reported that there would be no changes for Utterby under this review. Waldon – Consultation was noted regarding an upgrade mobile base station at LN11 0TN.

d) Communications were noted from: Zero Hour, Eco and ELDC Pride Team.

e) To Resolve to choose a date for the Utterby Parish Meeting (must take place between 1 March and 1 June, both dates inclusive, and must take place no earlier than 6pm). NB: This item was mistakenly missed out of the meeting and would be included on December agenda.

46 Finance and Budgets

  1. Quarterly Monitoring – It was RESOLVED to approve the quarterly monitoring for beginning July 23 to end September 23 which was checked prior to the meeting by Cllr JW and Cllr TTB.
  2. Payments – It was RESOLVED to approve the payments and to accept the Bank Reconciliation.

  3. The Council noted that the HSBC bank account had now been closed and all funds moved to Unity Trust account.
  4. It was RESOLVED to defer the item ‘Councillors to consider and to Resolve on any projects for the 2024/25’ to the December meeting.
  5. It was RESOLVED to agree on the tabled draft budget for 2024/25 and it was RESOLVED that the precept would stay the same in 2024/25 as the current year, with no increase £8843.84.
  6. It was RESOLVED that the Clerk should obtain quotations for grass cutting and verge cutting (as separate quotes) for 2024/25. Further it was RESOLVED that the contractors used this year for the hedge cutting, strimming of Kissing Gate path, general tree planting work and bus shelter cleaning should carry on being used for 2024/25 so long as their prices were comparable with the current year.

 

47 Planning

  1. The Chair reported that a further planning application for two houses on the field behind the Village Hall had now been made. Although some documents were now on the planning website, Utterby PC had not been invited to comment yet, and so could not Resolve on the application in case there was further documentation to be added.
  2. There was a discussion regarding the constant planning enforcement complaints made regarding the development at the back of Jacob’s Close, and Cllr Mossop (ELDC) reiterated that residents must write letters of complaint regarding these to ELDC enforcement, which would add weight to the parish council’s complaints.

  1. Welcome Pack – nothing to report.
  2. Village Green and Verges – Council still waiting for a quote for the planting of daffodils.
  3. Trees - It was RESOLVED to accept David Buckley’s quote of £60 for labour only to plant the 3 new trees, and that the Parish Council would purchase the stakes and rubber ties.
  4. Bus shelters – Nothing to report.
  5. Telephone Box – A resident of the village had undercoated the telephone box and would complete when the weather improved.
  6. Kissing Gates – Still waiting for quotes to refurbish/replace the Kissing Gates on Church Lane and the A16.
     

49   ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc)

  1. A16 speed limit –Cllr Hall (LCC) reported that this proposal would go out to public consultation. It was queried whether the speed limit would then also be reduced in the lanes off the A16 as LCC had inferred previously that their speed limit was conditional of the main road speed limit. Cllr Hall agreed that it was not on the current proposal but would investigate.
  2. Parking bays outside Bank Cottage, Main Road, Utterby – Cllr Hall (LCC) was a little concerned about the lack of space on the verge for a parking bay/layby but reported he would investigate and try to meet up with the resident.
  3. Any urgent issues or updates – The Clerk reported that the application for the dog bin had been refused on the grounds that there was no public turning area for the collection lorry, but following information that the waste lorries and other lorries turned at the entrance to a nearby farm, it was RESOLVED that the Clerk should contact ELDC again to give them this information.
  4. Benson Court –No further updates.
  5. Christmas Lights  – As no suitable replacement or idea could be found for the tree lights, it was RESOLVED that we would not replace the Christmas decorations.
