- Co-option of Councillors. Following the presentation by each candidate who wishes to stand for co-option, the Council may move into Closed Session to discuss the co-option candidates.
To resolve to move into Closed Session in accordance with the Public Bodies (Admission to Meetings) Act 1960 due to the confidential nature of the business to be discussed in relation to the following matters: Co-option of Utterby Parish Councillors.

- Village Hall Fire Assembly Point on Village Green: The Council to approve that: as a result of a recent fire risk assessment by Safelincs, the Village Hall Committee move the Fire Assembly Point for the hall, from the car park, to the corner of the village green as a much safer gathering place than in the way of fire vehicles entering the site.

Utterby Parish Council response to A16 UTTERBY – PROPOSED 30MPH SPEED LIMIT
Utterby Parish Council are pleased to support the proposed reduction in speed limit along the A16 through Utterby.
We would also like to see considered in the future the stretch of road, currently 50mph from Peartree Lane to just before Chapel Lane, reduced to 40mph as we consider the reduction from 50 to 30 less likely to happen without gradual transition.
We would also appreciate any information that you can provide on how Lincolnshire County Council intend to enforce the 30mph limit.

5 Finance and Budgets
- Council to resolve register again with the Information Commissioner (ICO Data Protection) for year 2024/25.
- Council to Resolve that the Parish Clerk completes the Precept application for 2024/25 with the Chairman when documents are made available by ELDC and returns them before the closing date as required.
- To note that the Parish Agreement (verges grass cutting) with Lincolnshire County Council is a rolling agreement and continues for 2024/25.
- To Resolve to approve the increase of Clerk’s salary of £1 per hour from £12.73 to £13.73 per hour backdated to 1st April 2023 as per NALC Salary Awards and LGA agreement. Backdated costs £131 (April to end October 2023). Monthly salary before tax and NI will now be £219.68 (not including working from home and mileage claimed).

- Village Hall – a) to Resolve that a Member of the Parish Council sits on the Village Hall Management Committee /Trust, and that the membership of and the appointed Member be reconsidered on an annual basis at the Annual Parish Council meeting. b) To Resolve to appoint a Member of the Council to be a member of the Village Hall Management Committee /Trust until it’s consideration again at the May Annual Parish Council Meeting (TBC May 20-24). To note that should the appointed councillor resign or no longer be a Member of Utterby Parish Council, that they would automatically be released from being a member of the Village Hall Management Committee/Trust and a new Councillor would be appointed.

- Council to note that the Clerk is now in the process of setting up internet banking with Trinity Unity Bank with current signatories, as per resolution in 2022.

- To note that notification had been received from the external auditors PKF Littlejohn LLP that they had received and logged the notification of exempt status for the year ended 31 March 2023.
- To resolve that a payment schedule be sent by email to all Councillors at the beginning of August for August 2023 payments so that these can be approved by all Councillors (at least 3 if Councillors away on holiday) and paid then payments ratified at the September meeting 2023.
