None received

b. To consider any comment on the following planning application(s): -

i. Application reference 03467/25/OUT has been received and is now being considered.

Outline erection of 2no. dwellings.

Land Rear of Queens Close Grange Lane Utterby, Lincolnshire

RESOLVED:      That Utterby Parish Council notes the amended plan.  The Parish Council recommends refusal of this application, as the additional information submitted does not alter the Council’s previously stated position. Significant concerns remain regarding surface water drainage and foul water drainage, with potential impacts on neighbouring properties and the village of Fotherby. The Parish Council wishes to emphasise that the recent drainage works undertaken by Lincolnshire County Council were routine maintenance only, and did not increase drainage capacity in the area. Furthermore, the Council notes the presence of overhead cables at the proposed site, which may affect the feasibility and safety of the development

ii. Application reference 01247/26/RVC has been received and is now being considered. Your observations are requested no later than 4th September 2026.

Section 73 application to remove condition no. 2 (agricultural occupancy), previously approved under planning permission ref. no. N/192/00289/90 for the erection of a bungalow and double garage and the construction of vehicular access.

LCC had advised that it was unable to provide a date, as there is no set timescale for a Traffic Regulation Order (TRO). LCC further advised that works will be carried out subject to this process being compete and contractor availability.

RESOLVED:     That the Clerk shall write back to LCC Highways to query TRO timescales.

08:09/26        Dog Fouling Signs

To agree any actions in relation to dog fouling signs to be displayed in the village.

ELDC had provided an electronic version of signage around dog fouling.  A quotation had been obtained for printing of 5x A4 signs - £53.10 inclusive of VAT.

RESOLVED:     That 6 signs be ordered from Hi-Lite Signs at an approximate cost of £61.00

09:09/26        Village Walkabout

To receive a report from the first village walkabout and agree any actions.

The first village walkabout took place on Sunday 6th September.  The focus was on Main Road, looking for any issues and ideas for improvement.  11 areas of the village were identified that would benefit from improvement e.g. cracked footpaths, grass verges encroaching onto footpaths, bus shelter access, hedge encroachment onto footpaths, potholes, gravel and debris accumulating at the roadsides.  A small amount of litter was identified and a small amount of fly-tipping.  All matters will be reported via Fix My Street.

The next walkabout is 1st Sunday in October at 9AM – meet at the Village Hall.

RESOLVED:      That the success of the first walkabout be noted.

10:09/26         Future Dates
