Minutes of the Utterby Parish Council Meeting held at Utterby Village Hall on Tuesday 9th June 2026 at 7.00PM 
 
Present: Cllrs:  Traves (Chairman) Buckley, Bryan, Clifford, and Newton
In attendance: The Parish Clerk, Cllr Hastings, Cllr Mossop and six members of the public.
 
01:06/26 Declarations of Interest
a) To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared.

b) To note dispensations given to any member of the council in respect of the agenda items listed below. 
None
 
02:06/26 Apologies for Absence
To receive any apologies from Members not able to attend the meeting.
Apologies had been received from Cllr Lashbrooke-Small.
 
03:06/26 Open Forum
STANDING ORDER NO. 3
a) Members of the public may make representations, answer questions, and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda.
A member of the public addressed the Parish Council regarding a planning application The Council will request an update and pass on some reported matters to LCC/ELDC planning.
b) To receive reports from County and District Councillors.
Cllr Hastings advised that he had been in touch with officers regarding the bus shelters in the village.

To approve the minutes of the previous meeting(s). 
RESOLVED: That the minutes be approved as a true record.

b) To receive a finance report.
RESOLVED: That the report be noted
c) To note that a VAT reclaim has been made and £459.02 received.
RESOLVED: That the VAT reclaim be noted.
d) To receive information from the Clerk on the Council’s Facebook page.
The Clerk advised that the Council’s Facebook page had been recovered.
RESOLVED: That Cllr Traves be added as an admin to the Facebook page.
 
06:06/26 Planning
a) To note the following planning decisions received from ELDC: -
None received
b) To consider any comment on the following planning application(s): -
None received.
 
07:06/26        Highways & Drainage
a) To receive any response from LCC to the email sent 13/5 regarding the progress on the 40mph signs. 
The Clerk reported that she had not had a response from LCC, but Cllr Hastings has offered to raise this with LCC Highways.
b) To note that Packhorse Bridge plaque replacement has been chased with LCC.
The Clerk reported that no response had been received.
c) To receive a response from LCC regarding the footpath on Jacobs Close – ‘Unfortunately we are unable to assist with this matter was we are not responsible for this footpath between Grange Lane and Jacobs Close. To find out who is responsible you could contact HM Land Registry.’
A land registry title deed had been obtained with details of the owner of the land.
RESOLVED: That the Clerk shall contact the landowner and LCC. 
 
08:06/26 North Ray Solar
To receive any updates and resolve action.
The planning application has been submitted and the Parish Council has commented on the ELDC Planning Portal.  Total Energies is looking to start the Community Liaison Groups in the summer, and has asked to meet parish councils individually. 
RESOLVED: That the Clerk shall respond to request that the meetings are held with all parish councils that are affected, and not individually.
 
09:06/26 Bus Shelters & Benches
To receive any updates on bus shelter inspections and agree actions.
RESOLVED: That this matter be deferred to the next meeting as Cllr Hastings was looking into bus shelter refurbishment.
 
10:06/26 Community Speedwatch
To agree any actions.
Cllr Traves offered to lead the Scheme and Cllr Clifford offered to be part of the team.  Cllr Traves shall take the photos for the application form.
RESOLVED: That the Speedwatch Scheme be promoted on Facebook.
 
11:06/26 Village Plan
To agree any actions.
RESOLVED: That this matter be deferred to the next meeting.
 
12:06/26 Future Dates
a) Next Parish Council Meeting – Tuesday 14th July at 7PM 2026 – Utterby Village Hall.
The date was noted.
b) Matters for discussion and inclusion on the next meeting agenda.
• Bus shelter on Church Lane – tree between two kissing gates getting overgrown near the bus shelter. 
• Query first cut with PROW Officer.
• Verge cutting – grass look like it has not been cut twice in May.
• Research provided research to allay fears of drinking water being linked to cancer.
• To consider a welcome pack.
• To consider a monthly parish walkabout.
