Minutes of the Utterby Parish Council Meeting held at Utterby Village Hall on Tuesday 14th April 2026 at 7.00PM 
 
 
Present: Cllrs:  Traves (Chairman) Bryan, Buckley, Clifford, Lashbrooke-Small and Newton.
In attendance: The Parish Clerk, ELDC Cllr Mossop and one member of the public.
 
01:04/26 Declarations of Interest
a) To record declarations of interest by any member of the council in respect of the agenda items listed below. Members declaring interests should identify the agenda item and type of interest being declared. 
None
b) To note dispensations given to any member of the council in respect of the agenda items listed below. 
None
 
02:04/26 Apologies for Absence
To receive any apologies from Members not able to attend the meeting.
LCC Cllr Hastings had sent apologies. 
 
03:04/26 Open Forum
STANDING ORDER NO. 3
a) Members of the public may make representations, answer questions, and give evidence at a meeting which they are entitled to attend in respect of the business on the agenda.
A member of the public addressed the Parish Council regarding the planning application for ‘Land Rear of Queens Close’, the upcoming proposal for a solar farm, and some damage to property at Benson Court complex. 
b) To receive reports from County and District Councillors.
Cllr Mossop provided an update that the damage at Benson Court had been reported. Cllr Mossop reported on oil and outbuilding thefts, and the 2026 councillors’ community funding. Local organisations will be able to apply for funding once the scheme is open. 
 
04:04/26 Minutes of the Previous Meeting(s)
To approve the minutes of the previous meeting. 
RESOLVED: That the minutes be approved as a true record. 
 
Cllr Newton joined the meeting.

RESOLVED: That the report be noted.
c) To note correspondence from PKF Littlejohn (appointed external auditor). 
RESOLVED: That the information be noted.
 
06:04/26 Planning
a) To note the following planning decisions received from ELDC: -
None received.
b) To consider any comment on the following planning application(s): -
PROPOSAL: Outline erection of 2no. dwellings. LOCATION: Land Rear of Queens Close, Grange Lane, Utterby, Lincolnshire, Grid Ref.: 530950 393484 Expected Decision Level: DEL I have received an amendment to the above-mentioned application. The amendments are as follows: 1 Additional drainage information received from the applicant. Your observations are requested no later than 18/04/2026 and should your observations not be received by the date requested I shall proceed accordingly and your observations may miss being considered when the application is determined.
RESOLVED: That Utterby Parish Council notes the additional information added to the Planning Portal.  The Parish Council recommends refusal on grounds that there are ongoing issues with flooding in the area, and that insufficient detail has been added to the Portal to assure the Council that adequate solutions have been identified.  
 
07:04/26        Highways & Drainage
a) To receive information to advise that ELDC Planning Department does not hold a list of developers for Jacobs Close. 
RESOLVED: That the Council notes the information.  
b) To receive information from Lincolnshire County Council on the bus shelter grant scheme. 
LCC has a current grant scheme to upgrade or repair bus shelters.  
RESOLVED: That the Clerk shall ask if there is a deadline for applications, seek estimates for new wooden shelters, and establish when the existing bus shelters were last stained.   
 
08:04/26        Village Planters
To agree any arrangements and expenditure for village planters.
RESOLVED: That volunteer parish councillors shall plant up and maintain the village planters.
 
09:04/26        Village Plan
To consider the creation of a Village Plan, including plans for the Village Green. 
A discussion took place around the character and heritage of the village, and ways to promote this. Information boards, walks, seating areas and village gathering spaces were discussed.
RESOLVED: That a proposal for a village plan be discussed at the Annual Meeting. 
 
10:04/26        Moles
To consider any action required.
RESOLVED: That Cllr Traves shall report mole damage to grass verges to Lincolnshire County Council. 
 
11:04/26        North Ray Solar Farm Community Liaison Group
To receive any updates from the Parish Council representatives on the Group.
Cllr Traves advised that a further meeting would take place, but as yet a group had not been established.   Following the resignation of a councillor, an additional Member is needed to attend along with Cllr Traves. 
RESOLVED: That Cllr Lashbrooke-Small shall attend future meetings if available. 
 
12:04/26        Community Speedwatch 
To receive information from the Clerk that three prospective volunteers have contacted the Parish Council.
RESOLVED: That the Scheme shall be promoted at the Annual Meeting.
 
13:04/26        Anglian Water
To note that no response has been received from Anglian Water to the request for nominated properties to be tested.
RESOLVED: That the Clerk shall chase a response.
 
14:04/26 Future Dates
a) Next Parish Council Meeting –

Annual Meeting of the Parish Council - Tuesday 12th May 2026 at 7PM
Utterby Village Hall.
RESOLVED: That the dates be agreed.
