  2. To resolve on the quotations received for the siting of the new parish notice board.
  3. To resolve on the quotations received for the domain name and new council emails.
  4. Grass cutting contracts - To ratify the decision made (via email) that the grass cutting contractor for Village Green and verges is confirmed as contractor B (Glendale Countryside Ltd) but with the lower quotation of £1,526.72 plus VAT. This is following confirmation from LCC regarding the area we should contract out for (which is much less than the area they contribute towards).
  5. Audit – to note that the books have been returned from the internal auditor. To Resolve to accept the Internal’s Auditor’s report to the council. Further, to Resolve to send a letter of thanks to Mr S Fletcher for undertaking the audit.
  6. To note that an application for VAT refund has been made.
  7. Draft budget allocations 2023-24 – Councillors to resolve to approve the final draft budget.
  8. Quarterly Monitoring - To resolve to approve the quarterly monitoring sheets checked by Cllrs: NG and JW 1st February 2023.

5   Finance and Budgets

  1. Council to resolve register again with the Information Commissioner (ICO Data Protection) for year 2023/24.
  2. Council to Resolve that the Parish Clerk completes the Precept application for 2023/24 with the Chairman when documents are made available by ELDC and returns them before the closing date as required.
  3. To Resolve to renew the Parish Agreement (verges grass cutting) with Lincolnshire County Council as a rolling agreement from 2023/24 and that the Chairman signs the agreement.
  4. To Resolve to approve the increase of Clerk’s salary of £1 per hour from £11.73 to £12.73 per hour backdated to 1st April 2022 as per NALC Salary Awards and LGA agreement. Backdated costs £112 (April to end October 2022). Monthly salary before tax and NI will now be £203.68 (not including working from home and mileage claimed).

Civility and Respect – Council to consider and resolve on the following: Bullying and Harassment statement - As a first step in the promotion of civility and respect, councils could consider adding a statement to their websites stating that bullying, harassment and intimidation will not be tolerated. This is a suggested wording for those councils wishing to add a bullying and harassment statement to their websites: ‘We treat everyone with courtesy and respect and ask for the same in return. We ask that you treat your councillors and council staff courteously without violence, abuse or harassment. Councillors and council staff have the right to carry out their civic duties and work without fear of being attacked or abused. Any behaviour whether that be verbal, physical or in writing, which causes either councillors or council staff to feel uncomfortable, embarrassed, or threatened, is totally unacceptable. The zero tolerance policy includes abuse, aggression or threats made in person, over the telephone or in written communication, including on social media. The council considers threatening behaviour to be:

Attempted or actual aggressive, or physical actions made towards any councillor or member of staff.

The use of aggressive, or abusive language, (including raising of the voice, swearing, shouting or in writing) which threatens or intimidates councillors or council staff’.

This policy applies throughout all council meetings, but it also applies to any councillor or council staff away from council meetings.

5   Finance and Budgets

  1. Due to HSBC internet banking not able to function in the manner we were told it could, the Council are to discuss and Resolve upon an outcome, suggestions are:
    i Changing to another bank that can operate with the Clerk setting up payments and two councillors authorising them. (see Unity Bank information) Continue using cheques with HSBC until that time and close the internet banking side.

ii Carry on using HSBC cheques and close the internet bank account.

iii Change Standing orders so that the Clerk sets up and authorises all payments online for all creditors following invoices /payments being signed by two signatories and payment resolved at a meeting. Please note that from an audit perspective, this procedure is not advisable.

  1. To Resolve if approved to pay for the Clerk’s membership of SLCC (as per previous years).
  2. To Resolve to ratify those payments made on approval by email in July 2022. (To note increase in costs from David Gibbs, as per email sent to Councillors). DW Gibbs bus  shelters plus phone box £30.00; Glendale Countryside Ltd 5th July verges cut £130.46; HM Revenue and Customs NI July 2022 £2.60.
  3. To receive and resolve to approve payments for September 2022.
  4. To Resolve on the option to opt in by default to be a part of the SAAA sector led auditor appointment regime (Under the Local Audit (Smaller Authorities) Regulations 2015) for the next five years.
  5. To Resolve to approve the Quarterly Monitoring for April –end June 2022.
  6. Councillors to consider any projects for the 2023/24 budget.

  1. To note that notification had been received from the external auditors PKF Littlejohn LLP that they had received and logged the notification of exempt status for the year ended 31 March 2022.

  3. To resolve that all current signatories on the bank mandate are set up as secondary users and have online access to approve payments only, and that the Clerk obtains account details from contractors to pay invoices by electronic transfer from August 2022 or as soon as the secondary users are established.
  4. To resolve that a payment schedule be sent by email to all Councillors at the beginning of August for August 2022 payments so that these can be approved by all Councillors (at least 3 if Councillors away on holiday) and paid electronically, then payments ratified at the September meeting 2022.

In 2021 we paid £444.46.
  4. Payments - to receive and resolve to approve payments including insurance premium due.
