Minutes of the meeting of Utterby Parish Council held     
Wednesday 6th October 2021 at 7.00pm – Utterby Village Hall
PUBLIC FORUM
•    A resident reported that the pot hole at the top of Grange Lane had finally been filled in.

    Record of Members Present:
     Present - Cllr Alan Woodward (AW) (Chair), Cllr Terry Buckley (TB), Cllr Nicola Gallant (NG), Cllr John Mackin (JM), Cllr Nicola Mackin (NM) and Cllr Jackie Woodward (JW).

Not Present - Cllr Matthew Wright (MW).
In Attendance - Clerk Maria Vincent and one member of the public.

44.    Minutes
It was RESOLVED to approve the minutes of the Parish Council Meeting 1st September 2021 as correct record and the Chairman signed them.

45. Council Matters, Actions and Communications
a)    Chairman’s Remarks. The Chairman reported that he had completed information gathering regarding new trees and prices. Further he reported that he had visited the Head Teacher at the Utterby Academy and asked if he would support in with regards to the issue with visibility on the Church Lane/A16 junction. It was noted that there had been a fatal RTA two days earlier on the A16 nearer to Louth. He reported that he had received a letter from a new resident regarding noise pollution on the A16 and that they had got data from a test. The Chair queried whether there was building work at the Jacob’s Close development on Saturday afternoons and Sundays as this was not in line with the permissions given.
b)    Clerk’s Report. The Clerk reported she had looked into a range of bank accounts including Lloyds and Unity Bank. All accounts had standing charges, Lloyds £6 a month, HSBC £8 a month etc.  Unity Bank was only £5 a month but it concerned her that there was no high street bank and so there was no point of contact except for over the phone or online. The Clerk suggested that the Council applied for internet banking with their current bank which would save the costs of the cheques (£1 per cheque) and monitor this for the interim. 
c)    Consultations – None to note.
d)    Communications -  Correspondence had been received with reference to a resident’s complaint regarding noise pollution on the A16. It was hoped that further details could be sought regarding the NoiseAir report from the resident. The correspondence from the Lincolnshire Police regarding their latest campaign (sent by email to Councillors) was noted.
46    Finance and Budgets
a)    It was RESOLVED to approve the payments: D Buckley Village green hedges and strimming footpath - July and October - £210, Glendale Countryside Ltd Grass cutting July and August and September 21 -  £475.20, Clerk Salary for September 21  £206.68, HM Revenue and Customs Only 120PX00376161 Tax for September 2021 - £3.00, DW Gibbs Bus Shelters October 21 - £20.00 TOTAL £914.88
b)    It was RESOLVED to agree to the following purchases:
i.    Battery operated lights in vintage gold for the tree by the village wooden sign - £14.99 x 4 plus VAT and delivery. For D Buckley to put up the lights ready for advent and take down again after Christmas at a cost of up to £100 (as original quote of £50 was for just 2 sets of lights).
ii.    To ask Brookdale Tree Services to undertake a tree survey of the Council’s trees, which would keep any disease in check and also alert us to damage. Cost £290 plus VAT. 
iii.    Cost of a replacement Willow Tree as per spec required by ELDC’s Tree Officer, planted and staked - £280 plus VAT from Millstone Garden Centre.
iv.    Cloud Storage – Microsoft Onedrive up to 100gb at £1.99 per month.

    NB: The Clerk brought to the attention of Councillors that Financial Regulations stated that when costs were above £250 that the Council should strive to obtain 3 quotes. Finding any large trees available locally that would offer a planting service meant that only one quote was obtained. With regards to the Tree Survey, Brookdale Tree Services had undertaken the last tree survey and had been by far the cheapest quote for the felling of the Willow. The Council applied Regulation 9.3. to the purchases of trees (also see minute 48b) and tree survey.

c)    Cllr NG reported that she had undertaken Quarterly Monitoring for the 2nd quarter and that everything was satisfactory. 

47    Planning 
a)    There were no urgent planning issues to consider. 

48    Parish Council Amenities (bus shelters, village green, etc)
a)    Welcome Pack – a couple of packs had been given out. 
b)    Village Trees – 
i.    Cllr. JW reported that following a tree being felled in a garden in Church Lane, that she had discovered that trees she thought had TPOs on them had not, and that she would meet with the ELDC Tree Officer to ascertain whether any trees along Church Lane could / should have TPOs on them.
ii.    The Clerk reported we would be receiving an 8-10ft Rowan, Silver Birch and Hornbeam from the Treescapes Fund in the next month or two. It was RESOLVED to ask a contractor to plant the tree new trees in the place where 4 trees had been cut down a few years earlier (along A16 stretch of Village Green).
iii.    Further to the RESOLUTION to buy white beam trees, it now appeared these were some of the most expensive trees. It was RESOLVED to buy instead 2 Silver Birch trees at a cost of £841 (including planting) to mark the Queen’s Platinum Jubilee (these being silver in colour), and that nearer the Jubilee, the Council would look at placing a commemorative bench nearby to the trees. Councillors to meet on Village Green to decide location for Silver Birch trees. (See note above regarding Financial Regulations).
c)    Village Green – All fine.
d)    Bus Shelters – Cllr AW to check if any of the bus shelters need any maintenance ie wood stain treatment.
e)    Planters – It was RESOLVED that Cllr JW could spend up to £100 on winter plants /compost for the planters to see them through the autumn/winter.
f)    Utterby Voice – Cllr AW reported that the next Utterby Voice would have a feature on the farming community and also history about Utterby Holt.

49    ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc
a)    No urgent issues. 
b)    Church Lane obscured vision - The Clerk reported that there had still been no action by LCC to cut back the trees near Church Lane obscuring vision for traffic from Church Lane onto A16, and that following a further request for the issue be looked into again on Fix My Street that LCC now said teh poor vision was due to the shape of the carriage way and that no action would be taken. The Parish Council were very concerned that there would be an accident there as the dark nights approached and it was RESOLVED that the Clerk would write to the landowner to ask if he would prune back the trees and hedges, and if not, if he would give permission to the Parish Council to undertake the work. 
c)    The hedge overgrowth and poor condition of pathway along A16 on had been reported on Fix My Street, no action had been reported to date.
d)    The Clerk had reported the hedge overgrowth at Benson Court to Platform Housing and a contact there had said they would pass our complaint on and hopefully get the work done.

Wednesday 3rd November 2021 at 7.00pm – Utterby Village Hall

 

PUBLIC FORUM

  • A resident reported that, as a frequent walker, it had become increasingly difficult to walk throughout the village as paths were covered with overgrowth and brambles and the verges were growing over paths, she had concerns for those trying to push buggies or using a wheelchair. Cllr Mossop reported that the paths used to be sprayed to keep them clear but this no longer seemed to be undertaken. The Clerk confirmed that she had reported a number of complaints on Fix My Street with regards to the overgrowth onto footpaths, but that to date, no action was going to be undertaken by Lincolnshire County Council - they had reported that it was the responsibility of the landowners that were adjacent to the path.
  • A resident complained about the lack of illumination from 4 street lamps in the village. The resident agreed to report the lamp numbers to the Clerk so that she could look into the matter.
  • A resident expressed her concerns following fatal cars accident at Fotherby and on the road into Louth over the last few months. Again the issue of traffic speed through the village was discussed and Cllr. Hall said he would look into our communication with the Lincolnshire Road Partnership (as we had not been able to get any reply regarding the LCC speed signs only working intermittently) . Cllr. Mossop suggested we could be involved with Speedwatch, Cllr. AW explained that we had looked at that but that we were unable to rouse enough interest/volunteers. Further Cllr. Mossop suggested that we could look into jointly owned Radar Signs with perhaps Fotherby and other nearby villages.

54. Minutes
It was RESOLVED to approve the minutes of the Parish Council Meeting 6th October 2021 as correct record and the Chairman signed them.
 

55. Council Matters, Actions and Communications

  1. Chairman’s Remarks. The Chairman reported that he had met with Cllrs. JW, NM and JM and identified the best location for the three trees, which were then duly planted by Millstone Garden Centre. He also reported that he had met with a contractor to discuss the overgrowth on the corner of the A16 and Church Lane that was causing issues with visibility so that it could be cut back, the main issue was thought to be about 40ft down the road from the corner towards Louth.
  2. Clerk’s Report. The Clerk reported there were still issues with HSBC and they had not sent the correct forms for the bank mandate.
  3. Consultations – Cllr. Hall read out the detail the Local Transport Plan Consultation and it was RESOLVED that Councillors would individually complete this survey which ended 1st December 2021 and the Clerk would add to the Facebook page.
  4. Communications -  Correspondence  had been received with reference to a resident’s complaint regarding overgrown hedges on the lay-by and verges which the Clerk had reported on Fix My Street. Further correspondence was received from Heritage Lincolnshire – Clerk to send out map to Councillors again so that they can compile a list of places of interest in the village to add to the heritage map. Info previously circulated to Councillors from Lincolnshire’s Office of Police and Crime Safer Together Team (Newsletter), Safer Together Coordinator, East Lindsey Annual Precept Survey. Regarding LCC Salt bags, Cllr JW reported that there were two salt boxes in the village, one opposite the Packhorse Bridge and one by the wooden village sign on the corner of Church Lane and Main Road. Both had plenty of salt in them. It was unknown who originally had been nominated to distribute the salt on danger spots when icy.

 

56  Finance and Budgets

  1. It was RESOLVED to move £1,000 from TPOs and green structures reserves to Village Projects to cover the costs for the new trees and planting.
  2. It was RESOLVED to approve the payments: Clerk Salary and expenses for October 21 and reimbursement for tree lights purchased £284.36, HM Revenue and Customs Only 120PX00376161 £3.40, Millstone Garden Centre Salix weeping willow supply and plant and 2 x betula jaquamontii supplied and planted £1,072.80, Utterby Village Hall Hire from June to October 2021 £72.00 DW Gibbs Bus Shelters November 21 £20.00 TOTAL £1,452.56
  3. It was RESOLVED to receive and approve the Quarterly Monitoring Report – July to September 2021.
  4. It was RESOLVED that the Clerk would obtain quotations for grass cutting (village green and amenity verges as a joint quote as per last year), hedge cutting and cutting of the Kissing Gates Way.
  5. The draft budget was reviewed and it was RESOLVED that the precept request would be £8843.84 for 2022/23 no increase on 2021/22.
  6. It was RESOLVED that the Council would complete a new bank mandate for the HSBC bank account with existing signatories and with the addition of Cllr. Alan Woodward as a signatory as to apply for internet banking, the Chairman of the Council had to be a signatory.
     

57  Planning

  1. There were no urgent planning issues to consider.
     

58  Parish Council Amenities (bus shelters, village green, etc)

  1. Welcome Pack – no packs had been given out.
  2. Village Trees –  Three new trees had now been planted.
  3. Village Green – Glendale had cut the grass in the last few days on green and verges. Cllr AW reported that the green had become a gathering/meeting point for people with their dogs.
  4. Bus Shelters – Cllr AW still to check if any of the bus shelters need any maintenance ie wood stain treatment.
  5. Planters – These will be replanted now that the current plants had started to die off.
  6. Utterby Voice – Nothing to report.
  7. Christmas lights – The quote for installing four sets of lights instead of two had increased by £20 (now £70 instead of £50). The lights would be put up and on by December 1st.
  8. Queen’s Jubilee commemoration – an agenda item regarding a dedicated bench on the Village Green to be included on February 2022 agenda. The Clerk reported that some Councils were joining in the celebrations by lighting a beacon and that Utterby might consider if they wanted to purchase a beacon for the Jubilee celebrations. Item to be added to same agenda.
     

59  ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc

  1. Planning - No urgent issues. Cllr AW noted that there seemed to be considerable activity at Benson Court. Cllr Mossop was unaware of any progress there regarding the buildings.
  2. Updates on overgrown hedges/bushes along A16 – The Parish Council was now paying a contractor to cut the overhang on the corner of Church Lane and A16 so that the sight of traffic along the A16 would be improved at an approximate cost of £100. Other complaints had been added to Fix My Street but all resulted in either ‘no response’ or a response that it was ‘the landowners responsibility’. It was RESOLVED that Councillors would try to ascertain who owned the land where there were issues. If the landowner could not be tracked locally, then the Clerk to pay the Land Registration fees to find out details.
  3. Noise pollution on A16 – no further information forwarded to the Council.

65. Council Matters, Actions and Communications

  1. Chairman’s Remarks. The Chairman reported that the lights would be going up into the tree (for duration of Christmas) the following day. He congratulated the Village Hall Management Hall Committee on the excellent refurbishment of the hall and the kitchen.
  2. Clerk’s Report. Nothing to report not already on the agenda.
  3. It was RESOLVED to defer whether to move Utterby Council Meetings to an earlier start time in the winter months until the next meeting and prior to that, to find out if the time change would have a detrimental effect as to the attendance of ELDC and LCC Councillors.
  4. Consultations – No consultations received.
  5. Communications -  Correspondence  had been received from the Civility and Respect Project; Citizen’s Advice ref funding and the Wolds Police briefing.
    Cllr. A. Hall (LCC) had sent information regarding an email he had sent to Cllr. Richard Davies regarding him being unable to support the Louth Active Travel Scheme experimental period in Louth, which would affect all those from villages who use Louth for shopping and services.
    An email was read out regarding Nuclear waste transportation – it was RESOVLED that info regarding this would be included on our Facebook page and in the Utterby Voice.
    A letter was read out regarding Anglian Water support services and it was RESOLVED that an advert would be included in the Utterby Voice and on our Facebook page.

 

66  Finance and Budgets

  1. It was RESOLVED to register again with the Information Commissioner (ICO Data Protection) for year 2022/23.
  2. It was RESOLVED that the Parish Clerk would complete the Precept application for 2022/23 to ELDC with the Chairman when the documents were made available.
  3. It was RESOLVED to approve the payments: Clerk Salary and expenses for November 21 £222.26, HM Revenue and Customs Tax for November 2021 £3.40, Information Commissioner Registration £40.00, Brookdale Tree Surgery Tree Survey £348.00, Glendale Countryside Ltd Grass cutting 29 October 2021 £118.80, DW Gibbs Bus Shelters December 21  £20.00 TOTAL  £752.46
     

67  Planning

  1. It was RESOLVED to support the Planning application - N/192/02387/21 FIELD VIEW, CHURCH LANE, UTTERBY but request that consideration be given to the conditions set out during the development. The track that runs from Church Lane to the rear of the site is only a single vehicle width and if lorries or services are using the track to access the development, it is likely that they will block vehicular access for the three neighbours further down the track and also the farmers access to the field. That it be requested that it should be a condition of planning permission being granted that all building materials necessary to the development be delivered to the front of the property via Church Lane only.
    NB: Cllrs. AW and JW did not vote on this item.
  2. It was RESOLVED that the original consultee comment sent regarding the outline planning application would stand for planning appeal APP/D2510/W/21/3278865 LAND OFF CHAPEL LANE, CHAPEL LANE.

     NB: Cllrs. NG and MW did not vote on this item.

  1. There were no other urgent planning issues to consider.
     

68  Parish Council Amenities (bus shelters, village green, etc)

  1. Welcome Pack – leaflets were low. The Clerk advised that St. James’ Church had a tourist information area now that the Louth area office (ELDC) had never reopened following Covid.
  2. Village Trees –  The Council now had the updated tree survey and a map with recommendations. It was RESOLVED that the Clerk would request quotes from contractors regarding the tree work that was advised. It was also RESOLVED that the Clerk would write a letter to the Village Hall Management Committee congratulating them on the beautiful Christmas Tree outside the hall and also on the excellent refurbishment of the Village Hall.
  3. Village Green – There was an issue with mole hills on the green and verges. It was RESOLVED that the Clerk would request the regular contractor to look at the issue. If that contractor was unable to assist, then the Clerk was to source another pest control contractor. It was RESOLVED that a notice would be erected when pest control trapping was being undertaken to stop members of the public from mistakenly removing the traps.
  4. Bus Shelters – Nothing to report.
  5. Planters – These were still looking very fresh and so will be replanted in the spring.
  6. Utterby Voice – Due for printing in January, the Clerk to request info from the usual village organisations/ contributors.
     

69  ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc

  1. Urgent issues. Nothing to report.
  2. Parish Council TPOs - It was RESOLVED that the Clerk would apply for any TPOs required regarding the maintenance work on the trees (ref tree survey).
  3. Updates on overgrown hedges/bushes along A16 – The Parish Council had paid a contractor to cut the overhang on the corner of Church Lane and A16 so that the sight of traffic along the A16 would was improved. More trimming would be undertaken as still not sufficient sight on turning left. Other complaints had been added to Fix My Street all resulted in either ‘no response’ or a response that it was ‘the landowners responsibility’. It was RESOLVED that the Clerk would write to two land owners to request their hedges be trimmed.
  4. Parish Agreement – It was RESOLVED to renew the Parish Agreement (verges grass cutting) with Lincolnshire County Council.
  5. TPO Application – It was RESOLVED to support the TPO application: Utterby, 1970 (192.01), Tree(s): T11 Application Reference Number: 0143/21/TPA.

Public Forum

  • A resident raised his concern regarding the proliferation of mole hills on the Village Green, and also congratulated the Parish Council on the January Utterby Voice, as did Cllr A. Hall (LCC).
  • Two members of the public spoke to the Council regarding the planning application - N/052/02607/21 LAND EAST OF MONTANA, INGS LANE, FOTHERBY, LOUTH, LINCOLNSHIRE, LN11 0TX Planning Permission - Erection of a storage building and alterations to existing vehicular access. Demolition of existing garage on site. The residents both reported at length their strong objections to the application for a commercial unit and gave their reasons which the Council listened to so that they could discuss their concerns during the planning agenda item. The Council noted that Environmental Services had asked for a hold to be put on the application due to their concerns.

74.  Minutes
It was RESOLVED to approve the minutes of the Parish Council Meeting 1st December 2021 as correct record and the Chairman signed them.
 

75. Council Matters, Actions and Communications

a)Chairman’s Remarks. The Chairman reported that more work had been contracted by the Parish Council to prune the hedging on the A16 / Church lane area, and that this now had improved vision onto the A16. He reported that he had received some positive comments regarding the tree lights over the Christmas period (one set not working so to be returned). The planters had been emptied and were being prepared for the spring. That the owner of the land on the A16 adjacent to the lay-by has now had all the hedges cut that he owned. Three trees had now arrived from Treescape (free) and were waiting for them to be planted.

b)Clerk’s Report. The  Clerk reported that the application for internet banking was progressing. Further she reported that we were still awaiting permission for the tree work from ELDC but that she had been advised by the Tree Officer that any new tree replacing a felled TPO automatically became a TPO.

c)It was RESOLVED to agree to the meeting dates 2021/23 with the addition of the Annual Village Meeting to be held at 6pm on 4 May 2022 (before the Annual Meeting of the Parish Council). The Clerk to request the village hall, academy and church attend to give their reports.

d)Consultations – The Council noted the Budget/Council Tax Proposals 2022/23 (sent by email, now expired).

e)Communications -  Correspondence  had been received and was noted from t was RESOLVED that the Clerk would email the Treasurer to express the Council’s dismay at the increase and ask if there was a discount for residents. Further it was RESOLVED that the Council would not take part in the LALC training scheme. The Clerk also drew the Council’s attention to four letters of complaint regarding the planning application on the agenda.

 

76   Finance and Budgets

a)It was RESOLVED to approve the payments: HM Revenue and Customs-Tax for Dec 2021 and Jan 22 £6.80, Clerk- Salary and expenses for December 21 and Jan 22 and reimbursement of printing paid for £521.48, David Buckley-Hedge cutting, Xmas lights erection £170.00, DW Gibbs -Bus Shelters Jan and Feb 22 £40.00. TOTAL £738.28.

b)It was RESOLVED that we contract a service provider to plant the 3 new trees so long as the cost was no more than £250.

c)The Council RESOLVED to agree the slight revised budget allocations for 2002/23.

  1. Audit – it was RESOLVED to request that Mr S Fletcher, Mablethorpe Town Clerk be asked to undertake the audit for Utterby in 2022.
  2. The Council noted the precept application sent to ELDC and the 2022/23 tax base figures: Precept for 22/23 £8843.84, tax base 22/23=132, Band D Council Tax Charge -£ 67.00.
  3. The Council deferred the decision on the purchase of a further bench for the Village Green so that other ideas to mark the Queen’s Platinum Jubilee could be gathered and considered.
    NB: It was RESOLVED to move item (g) to the end of the agenda so that the planning item could be discussed before members of the public left. It has been minuted in its original place. Cllrs NM and JM left before the Closed Session item at 7:39pm.
  4. It was RESOLVED to move into Closed Session in accordance with the Public Bodies (Admission to Meetings) Act 1960 due to the confidential nature of the business to be discussed in relation to the following matters: To consider and Resolve on revised quotations:

i Grass cutting to verges and Village Green – Awarded to Glendale Countryside Ltd - £1413.36 plus VAT.

ii Village Green hedge cutting – Awarded to D. Buckley - £240.

iii Kissing Gate walk strimming - Awarded to D. Buckley - £90

77   Planning

a)Following discussion and information received from four residents close to the development, it was RESOLVED to object to the Planning application - N/052/02607/21 LAND EAST OF MONTANA, INGS LANE, FOTHERBY, LOUTH, LINCOLNSHIRE, LN11 0TX for the following reasons:
Highway issues - poor vehicular access for plant machinery and large vehicles. Highway safety due to narrow lane with junction onto very busy main road with fast moving traffic.

Noise disturbance – commercial heavy plant machinery being moved on and off site creating disturbance in residential area – no restriction on hours of operation.

Infrastructure - large building covering over 50% of plot with no public drainage and no infrastructure in place for excess surface water.

Storage of hazardous materials – Concerns already flagged up by Environmental Services.

Incompatible use – commercial unit in a residential area.

Factual misrepresentation of proposal – no mention that location is near to water dyke. Descriptive location of plot not correct on application.

b)Other Issues – concerns were raised that at least one of the developments at the back of Jacob’s Close was not being built to the approved specification. It was RESOLVED that if there was evidence of this then the Clerk would contact Enforcement at ELDC to flag up concerns. Cllrs to look into this and forward information to the Clerk.
 

78   Parish Council Amenities (bus shelters, village green, etc)

  1. Welcome Pack – leaflets were low. St. James’ Church had a tourist information area to collect info from. New resident on Chapel Lane.

b)Village Trees –  The Council now had the three new free trees from Treescape to plant.

  1. Village Green – There was an issue with mole hills on the green and verges. The Council had finally received confirmation two weeks ago that the previous mole man did not want to undertake the work and so the Clerk had contacted another recommended pest control firm, their quoted cost was £300 for the initial clean up and then would carry out work as and when required. It was RESOLVED that the Council would suspend Standing Orders and agree to this cost without going out to other companies to quote due to the terrible state of the village green and concerns regarding health and safety. Clerk to make signs to put up on Village Green to say pest control in progress.
  2. Bus Shelters – Nothing to report.
  3. Planters – Now being refreshed.
  4. Utterby Voice – New edition had been delivered around the village by MW and AW. The postman had kindly delivered to the three outlying farms. AW thanked the Clerk for her work on the brochure.
     

79   ELDC/LCC Services (Streetlights, Bins, Highways, Verges, Footpaths, etc

a)Urgent issues. It was RESOLVED that the Clerk would have delegated authority to add any complaints to Fix My Street which were relevant to Utterby. Cllr JW reported that 15-20 yards of pathway on way out of village by West View was no longer in existence. Cllr JW to take a photo to send to the Clerk to report on Fix My Street.

b)Updates on overgrown hedges/bushes along A16 – Now cut back further so visibility was better from Church Lane onto A16. Hedges by fisheries onto A16 now cut back. JW reported that this had now been done.

c)Parish Agreement – It was RESOLVED that the Chairman signed the Parish Agreement when available.

Wednesday 2nd March 2022 at 7.00pm – Utterby Village Hall

 

Record of Members Present:

       Present – Cllr. Alan Woodward (AW) (Chair), Cllr. Nicola Gallant (NG), Cllr. Jackie Woodward (JW) and Cllr. Matthew Wright (MW).
Not Present – Cllr. Nicola Mackin (NM), Cllr. John Mackin (JM) and Cllr. Terry Buckley (TB).
In Attendance – Clerk- Maria Vincent, Cllr. E Mossop (ELDC) and five members of the public.

 

Public Forum

  • A resident new to the village raised his concerns regarding the speed of traffic along the main A16 and that the 40mph should be supported and enforced with action as currently traffic sped faster along the road. The subject was discussed and the Chairman outlined the many previous occasions on which we had requested that the speed limit be reconsidered, or that a speed camera be installed. The resident asked if the speed indictors display statistics could be requested. The Clerk explained that this had been requested on many occasions from the Road Safety Partnership and that Cllr Hall (LCC) was also looking into this, but that the Clerk would follow up again request the figures.
  • A member of the public brought to the attention of the Council a number of items including: a) That A16 road gutter sweeping has not been undertaken for months and that the constant dirt being thrown up from this covered the hazard markers on the A16 junction with Grange Lane which had not been cleaned by LCC. The resident reported that he and his wife had cleaned the hazard markers themselves three weeks ago, but now needed cleaning again. The Chairman advised the residents that it was a dangerous road and that they should not risk their safety undertaking this. b) Damage being caused by heavy goods vehicles and large vans turning into Grange Lane to access the development site behind Jacob’s Close with damage to the curb and edgings. c) The posts of the main road sign opposite Church Lane were crumbling and needed replacing. The Chairman reported the cost for replacing fixings were expensive, as the parish council had considered this before. Clerk to report items on Fix My Street once photos supplied to alert LCC/ELDC to see if they would replace.
  • A resident reported that traffic counters had been booked in to use the Village Hall car park and she would ask who they reported their statistics to.

a)Chairman’s Remarks. The Chairman reported that he had met with the mole man and traps had now been set along the A16 and on the Village Green and signs were up advising of this. Three trees from Treescape had been planted so as to not block any views: One  birch tree (along by the other two newly planted birch trees ) and a beech and a birch tree down at the bottom end.

b)Clerk’s Report. Nothing to report not already on the agenda.

c)Consultations – None.

d)Communications -  Correspondence  had been received and was noted from Wolds Police - Quarterly Briefing – January 2022; The Big Glean Up; GLEAN - An opportunity to end use of green lanes by recreational motor vehicles. Letters regarding speeding traffic on main road (resident spoke at the Public Forum).

86   Finance and Budgets

a)It was RESOLVED to approve the payments: HM Revenue and Customs Tax for Feb 2022 £3.40, Clerk Salary and expenses for February 22 £208.27, DW Gibbs Bus Shelters March 22 £20.00 TOTAL £231.67

  1. It was RESOLVED  to accept the Quarterly Monitoring 1st October – 31st December 2021 checked by Cllr. NG in February 2022.
  2. The Clerk updated the Council on internet banking application and reported the Clerk now had to be a signatory of the account (since December 2021). It was RESOLVED:  To continue with the application for Internet Banking with HSBC. That the Clerk be added to the bank mandate as a signatory along with current signatories, JW, AW, MW and TB. That the Financial Regulations be updated to reflect that the Clerk, even though a signatory, cannot sign cheques or authorise payment. To add the Clerk to the Bank Mandate.

a)Updates –The Clerk reported that the Planning Appeal for the application on Chapel Lane (two houses) had been dismissed. The Chairman reported that he had visited the resident who came to the February meeting regarding the application on Ings Lane.

88   Parish Council Amenities (bus shelters, village green, etc)

  1. Queen’s Jubilee -Clerk to look at feasibility /prices for an information board with history of village to be located at the Village Green and report back at April meeting.
  2. Welcome Pack – Three new residents, Chairman to visit St James’ Church to pick up some leaflets.
  3. Village Trees –  The Clerk updated the Council that they had received permission for tree work on the TPOs but the crown lifting was greatly reduced to that requested (which was detailed on the tree survey). The Clerk had instructed Brookdale, undertaking the tree work, that the lifting and pruning to be reduced as per permission granted to the TPO trees and the standard trees.
  4. Village Green – Now the traps were laid new mole hills had subsided.
  5. Bus Shelters – Nothing to report.
  6. Planters – To be refreshed this month (delay due to bad weather).
  7. Utterby Voice – Suggested that next edition to have a feature on celebrations in Utterby in 1953 at Queen’s Coronation. Chairman to see if he can find out any information.

Public Forum
•    A member of the public brought to the attention of the Council concerns regarding the development on Grange Lane/Chapel Lane in that one of the houses appeared to have differing roof tiles, roof lights and solar panels to that on the original plans. 
•    A resident updated the Council on the information he had found from Lincolnshire County Council and the Lincolnshire Road Partnership regarding the statistics that were gathered for the speed of vehicles along the A16 but found frustration that he was being passed around from one agency to another. Further he questioned why north of the village there were about 20 houses that fell into the 50mph stretch of road and why this part had not been reduced to 40mph.

c)    Annual Parish Meeting – It was RESOLVED that Councillors would hand deliver the invites to residents to the Annual Parish Meeting and put on Facebook/website.
d)    Consultations – V Net Zero Pipeline and County Views. Councillors should consider County Views as an individual and that the Clerk would add the links to the Facebook page.
e)    Communications -  Correspondence  had been received and was noted from North Thoresby & Utterby Primary Academies, Green Canopy Jubilee Trees, emails from resident relating to speeding on A16, GOTEC and a resident of Benson Court (Clerk following up with ELDC ward Councillor). 
f)    Quarterly Monitoring – It was RESOLVED that Cllr Nicola Gallant would continue to undertake the Quarterly Monitoring for the next year.
g)    Annual Policy Review – The following policies were reviewed and was RESOLVED to accept with suggested updates:

a)    Internal Audit Report - The Council noted that the Internal Auditor had undertaken the 2021-22 audit and the Chairman read out the report sent. It concluded that the Internal Auditor would be happy to complete the Agar section in due course. It was RESOLVED that the Chairman would write to thank Mr. Steve Fletcher for the audit and report submitted. 
b)    Clerk’s Salary - The Clerk updated the Council on the following which they RESOLVED to authorise. Cllr NG reported that the Clerk had sent all the calculations through to her, which she confirmed to be correct: i To pay the outstanding time owned to the Clerk at year end of 4 hours. ii Clerk’s salary – to implement and backdate the National Pay Salary Award from April 1 2021 to March 31 2022.
c)    Payments - It was RESOLVED to approve the payments: HM Revenue and Customs Tax for March 2022 £20.40,Clerk Salary and expenses for March 22 £296.49, J Woodward Peat and flowers £35.93, Millstone Garden Centre Planting 3 trees £214.20,East Lincs Pest Control Mole management £300.00,Utterby Village Hall hire £84.00,LALC Membership £84.85, DW Gibbs Bus Shelters £20.00. a)    Queen’s Jubilee –It was RESOLVED that a simple plaque would be suitable to commemorate the Queen’s Jubilee rather than speed substantial amounts on information boards/benches, and that a verbal request was made to a member of the Village Hall Committee at the meeting to request if the plaque could be erected on the Village Hall building outside.
b)    Welcome Pack – Nothing to report.
c)    Village Trees –  The grass on the green and verges had now been cut for the first cut of year and looked very neat, nicely cut around the daffodils.
d)    Village Green – The mole hills had now subsided along the verges and village green.
e)    Bus Shelters – Nothing to report.
f)    Planters – Suggested that when refreshed purple and white flowers could be used to commemorate the Queen’s Platinum Jubilee (colours of branding being used).
g)    Utterby Voice – Sadly no photos of the Queen’s coronation celebrations in Utterby seem to be available.

a)    A16 Speed Signs – The Clerk also reported on information she had received in terms of the statistics from LRSP Archer reports. It was RESOLVED that the Clerk would write to the Louth Rural Police Team to find out if there had been any reported RDAs in the Utterby in the last 3 years, since this would be a factor that could be included when requesting a decrease in road speed limits.
